On the basis of Section 6a (5a) of the Road Traffic Act in the version published on March 5, 2003 (BGBl. I p. 310, 919), last amended by Article 1 of the Act of July 12, 2021 (BGBl. I p. 3108) i.V.m. § Section 4 sentence 2 of the Ordinance on Responsibilities in the Area of Road Traffic and Freight Transport of July 5, 2016 (GV. NRW. p.-527), last amended by the Ordinance of February 1, 2022 (GV. NRW. p. 141) in conjunction with § Section 38 letter b) of the Act on the Structure and Powers of the Regulatory Authorities - Regulatory Authorities Act (OBG) - in the version published on May 13, 1980 (GV. NRW. p. 528/SGV NRW 2060), last amended by Article 7 of the Act of June 23, 2021 (GV. NRW. p. 762), the Council of the City of Bonn, as the local regulatory authority, adopted the following ordinance on October 27, 2022:
§1 - material scope of application
Notwithstanding the parking fee regulations of July 1, 1996, this ordinance applies to all streets in Bonn that are located in a resident parking zone that has been definitively ordered and for which the City of Bonn is responsible for construction.
§ 2 - Fees for resident parking permits
(1) The fees for issuing ID cards will be set as follows from March 1, 2024
(2) Notwithstanding the above, the fees for the issue of ID cards applied for between March 1, 2023 and February 29, 2024 are as follows
(3) The fee is due when the resident parking permit is issued.
(4) For persons who have a valid Bonn ID card, 75 percent of the fees are covered by the Office for Social Affairs and Housing.
§ 2a - Debtor of fees
(1) The person is obliged to pay the fee,
(a) who has submitted the application for the resident parking permit;
(b) who has assumed the fee debt by means of a written or electronic declaration submitted to the city;
(c) who is liable for the fees owed by others.
(2) Several fee debtors are jointly and severally liable.
§ 3 - Entry into force
This ordinance enters into force on March 1, 2023.

The above ordinance is hereby made public.
It is pointed out that a violation of procedural and formal regulations of the Municipal Code for the State of North Rhine-Westphalia (GO NRW) in the creation of this ordinance can no longer be asserted after the expiry of six months since this announcement, unless
- a prescribed approval is missing or a prescribed notification procedure has not been carried out,
- this ordinance has not been duly published,
- the Mayor of Bonn has previously objected to the ordinance resolution or
- the formal or procedural defect has been notified to the city in advance, stating the violated legal provision and the fact that reveals the defect
