In November 2024, parking space management was introduced in Bonn's Nordstadt district. This means that cars cannot be parked for free in almost all streets in the district. The majority of public parking spaces in the area are primarily available to residents with the corresponding resident parking permits. Craft businesses or social services can also use the parking spaces with a craft parking permit or a parking permit for social services . There are exceptions for tradespeople. All others must take a parking ticket from one of the approximately 70 parking machines.
The new parking space concept applies here
The parking space concept applies to the residential areas of Nordstadt, where around 16,000 people live - in the area between Kölnstraße in the north, Oxfordstraße in the east, Thomastraße in the south and Dorotheenstraße and Ellerstraße in the west. The areas to the west of Ellerstrasse, which are mainly occupied by businesses, are not part of the parking space concept.
The area of the parking space concept is divided into three areas:
- Unmanaged parking: In the residential area between Lievelingsweg (north side), Mackestraße, Autobahn and Kölnstraße, parking is unmanaged. A resident parking permit is not required here.
- Resident parking area I, paid parking: In the residential area between Lievelingsweg (south side), Kölnstraße, Kaiser-Karl-Ring/Hochstadenring (west side), Thomastraße, Ellerstraße, Dorotheenstraße/Riegelerstraße, residents with a resident parking permit can park for free in the designated parking spaces. According to the current parking fee regulations, parking here (without a resident parking permit) costs one euro per half hour or part thereof.
- Resident parking area D, paid parking: Residents with a resident parking permit can also park here for free. The area includes the residential area known as Altstadt between Kölnstraße, Oxfordstraße (north side), Heerstraße and Kaiser-Karl-Ring/Hochstadenring (east side). According to the current parking fee regulations, parking here (without a resident parking permit) costs two euros per half hour or part thereof.
Why does Nordstadt need a parking space concept?
Previously, most of the parking spaces on the streets of Nordstadt were freely accessible. This made them very attractive for drivers who don't live there but want to go to the city center, for example, or park their vehicle there for a longer period of time for other reasons. After all, in many streets in Nordstadt, this has so far cost nothing compared to underground or parking garages. However, this results in high parking pressure and residents often have to search for a parking space in their neighborhood for a long time.
In addition, parked-up sidewalks and inadequately dimensioned walking and recreational areas lead to impairments and make it difficult for everyone to use the public space. In some places, people in wheelchairs, parents with baby carriages or residents with large shopping bags can barely get past the parked cars. What is particularly serious is that many lanes are no longer wide enough for emergency vehicles , because parked cars are in the way.
Parking space management will make the old town unattractive for long-term parkers or visitors to the center in the future. However, the adjacent parking garages offer a good and cheaper alternative for this group. The very well-developed public transport system in Nordstadt also offers a practical alternative to traveling by car.
This will make it easier for residents with cars to find a parking space in future and reduce the number of people looking for a parking space. This is because a large proportion of car traffic in residential areas is caused by the search for parking spaces. A similar concept has already proved successful on the Venusberg.
How to obtain a resident parking permit
The resident parking permit can be applied for either online or by post. The requirements for the application are:
- A main residence in Bonn.
- A vehicle permanently registered to you as the owner.
- You have no other parking facilities - such as your own garage - at your disposal.
The cost of a resident parking permit is 360 euros per year, i.e. approx. 1 euro per vehicle per day. If you have a Bonn permit, you only pay a quarter of this, i.e. 90 euros per year. With a resident parking permit, you can park your own vehicle anywhere in the vicinity of your home.
Residents' parking spaces can also be used by tradespeople or care services for home visits, as they usually have a tradesman's parking permit or a parking permit for social services . It should be easier for them to find a parking space in Nordstadt in future, as the overall parking pressure will decrease.
Completely independent of the parking space concepts and their implementation, a decree issued by the North Rhine-Westphalia Ministry of Transport on December 4, 2015 allows tradespeople with a company headquarters in a resident parking area to apply for an exemption permit for a vehicle (fee: 170 euros per year) if they regularly make business trips and do not have their own parking space. Where do people who do not live in Nordstadt park?
The parking spaces in Nordstadt are primarily reserved for residents. However, other people can also park in Nordstadt with a valid parking ticket. The city has installed around 70 parking ticket machines for this purpose.
Visitors can also reach Nordstadt easily and inexpensively from the numerous parking garages in the area - for example the City Hall or Stiftsgarage. Thanks to the many bus, tram and light rail connections, Nordstadt is already very well connected, making it possible to travel flexibly by public transport .
The parking space concept also includes the strengthening of bicycle traffic. The city is setting up parking spaces for bicycles throughout the district so that residents and visitors will be able to reach Nordstadt much more easily by bike in the future.
Why is the city converting some parking spaces?
The parking space concept aims to make Nordstadt more liveable and create space for alternative mobility. To this end, some parking spaces in the district will be converted - although most of the existing parking spaces will be retained. The city is using the newly gained space to set up car-sharing spaces, e-charging stations and parking spaces for bicycles, for example. New green spaces for plants will also be created.
Particularly important: in many places, the often very narrow or parked-up sidewalks will be made wider. These should be at least 1.50 meters wide, usually 2.50 meters wide. To achieve this, longitudinal parking spaces will be converted into transverse parking spaces, for example. Such a change was already made some time ago on Ellerstraße, where the sidewalks are now wide enough - even for people in wheelchairs or parents with baby carriages.
Before drawing up the parking space concept, the city also checked whether escape routes were wide enough. In some streets, the carriageway is no longer wide enough for emergency vehicles due to parked cars ! These vehicles, for example fire engines, need a lane more than three meters wide. This change is essential for the safety of residents in the affected streets and the city must take urgent action here.
