Preliminary remarks
The Social Code VIII (SGB VIII - Child and Youth Welfare) and the implementation laws of the state of North Rhine-Westphalia oblige the local authorities to ensure that the planned youth welfare services are offered in line with demand and that the sovereign tasks are carried out. A particular characteristic of youth welfare is the diversity of independent youth welfare organizations with different value orientations as well as the diversity of content, methods and forms of work. By issuing these guidelines for the promotion of youth association work, the Committee for Children, Youth and Family of the City of Bonn is fulfilling its obligation under Section 12 (1) SGB VIII to promote youth associations and youth groups2 (local groups). In addition, the youth associations are supported through needs-based advice and support, in particular by the youth welfare specialists of the Office for Children, Youth and Family Affairs. Individual offers and activities of the youth associations can be funded in accordance with the "Guidelines for the funding of youth work - purchases and measures", provided that the requirements described therein are met.
1. general
The City of Bonn recognizes the special importance of youth associations. They offer opportunities for young people to get involved in a wide range of activities. Young people get involved here with their own wishes, interests and different abilities and are given space to develop their personalities and shape their lives in a self-determined way through educational and leisure activities. The activities are based on the principles of voluntary participation, co-determination and volunteering. Youth associations are essentially organized by young people themselves. In this way, they represent a special, value-oriented form of youth work. Youth associations contribute to the participation and involvement of young people. In this way, they support an equitable upbringing and the development of a basic understanding of democracy.
1.1 Definition
Youth associations are providers of youth work (cf. § 11 SGB VIII (opens in a new tab)). Their activities are independent and self-organized. If a youth association is an adult organization, it is independent of it and has its own youth regulations in which this independence is documented. The organization and co-responsibility of youth work takes place jointly (cf. §12 Para. 2. S. 1 SGB VIII (opens in a new tab)).
In the organizational statute (e.g. the statutes or youth regulations) there are regulations that guarantee the formation of an internal association's will and an organizational structure according to democratic principles. A fixed organizational structure ensures the unity and continuity of the youth association regardless of changes in its members. The work of the youth association is designed for the long term. As a rule, the services offered by the youth association are geared towards its own members, but they can also be aimed at non-members.
It is also a youth association if the umbrella organization is recognized as a youth association by the state of NRW and this recognition also extends to the local groups.
A youth association is active in Bonn if it maintains a local group in the area of the City of Bonn and children, adolescents and young adults who live in Bonn are organized there.
In these guidelines, the term "local group" refers to the organizational unit at the "lowest", local level of a youth association that has its own independent treasury according to its statutes. Various local groups can join together at city or regional level to form a so-called "district level" and thus form a youth association. The district level is the "highest" level of a youth association in the city of Bonn.
1.2 Funding basis
Local groups receive funding upon application (see Section 12 (1) SGB VIII (opens in a new tab)).
The funding consists of a basic grant, the amount of which is independent of the scope of the youth association's activities, and an additional grant, the amount of which is determined by the scope of the youth association's group activities.
The prerequisite for the grant is proof of youth association group activities in Bonn. This includes activities with a minimum duration of 60 minutes in the following areas:
- Group work (e.g. weekly group lessons)
- Children's and youth recreation and trips (e.g. city recreation, vacation camps, excursions)
- Extracurricular youth education (e.g. theme days, training courses, memorial site trips)
- International youth work (e.g. youth exchanges)
- Youth cultural work (e.g. art projects, concerts)
- Participation (e.g. youth meetings, general meetings)
- Leadership meetings
At least 6 young people who live in Bonn plus the management take part in the activities.
In deviation from this
- management meetings
- participation in meetings at higher levels and
- the participation of members of the youth association in a multiplier event without regard to the minimum number of participants, provided that the event is related to the applicant's youth association work and lasts at least 60 minutes.
The leader of the activities is at least qualified by a valid youth leader card (Juleica) or a completed pedagogical vocational training.
In justified cases, exceptions to the areas of activity and the qualifications of the leaders can be agreed with the youth welfare department.
1.3 Youth organizations eligible to apply
Local groups are eligible to apply if they
- fulfill the characteristics described under point 1.1,
- carry out one of the activities described under point 1.2 in Bonn regularly, i.e. outside the NRW school vacations at least once a month on average (about 10 times a year), with a minimum duration of 60 minutes and at least 6 participants plus the leader.
The local groups of a youth association can authorize their district level to submit an application if they themselves have not yet submitted an application in accordance with these guidelines in the current year. In the event of authorization, the local groups may not submit any further applications under this guideline in the current year. It is not necessary for the district level to have been authorized by all local groups affiliated to it in order to submit an application. If an application is submitted by the district level, the regulations and requirements for local groups apply accordingly to the district level.
A prerequisite for funding is the conclusion and implementation of the agreement on child protection in youth work in accordance with Section 72 a SGB VIII by the respective local group with the Office for Children, Youth and Family of the City of Bonn.
Local groups are only eligible to apply from the second year of youth association activity.
1.4 Exclusion of funding
Not eligible for funding are associations or superordinate organizational units of youth associations, the youth sections of sports associations, youth organizations of political parties, church or school or school-related offers and open groups without a fixed membership structure.
2. application procedure
2.1 Deadlines
Applications must be submitted by April 30 of each year using the application template. Late or incomplete applications will not be considered.
2.2 Funding period
Funding under these guidelines is provided for a period of one year. The period from January 1 to December 31 of the previous year serves as the basis for determining the funding for the period from January 1 to December 31 of the current year.
Should the local group cease its activities in Bonn or dissolve within the funding period, the funding will only be granted pro rata for the period of existence.
2.3 Form of funding
Funding is provided in the form of a subject-related lump sum consisting of basic funding and additional funding. The sponsored local groups are obliged to use the funding economically and sparingly and in accordance with the objectives of their youth work. The funded local groups are obliged to draw attention to the funding from the Office for Children, Youth and Family of the City of Bonn in their public relations work.
If the district level has been authorized to submit applications, it will nevertheless make the funds available to the local groups for use, unless the district level is responsible for the use of the funds received by the youth association on the basis of the organizational statutes. Corresponding evidence must be provided.
2.4 Funding level
Each local group receives an annual allocation in the form of a subject-related lump sum. The subject-related lump sum is granted irrespective of the actual costs incurred within the framework of the available budget funds.
The subject-related lump sum is made up of a basic grant and an additional grant.
The basic grant is staggered depending on the number of members of the local group.
Only members between the ages of 6 and 26 who live in Bonn and regularly participate in youth group activities in accordance with section 1.2 will be considered. The cut-off date for determining the number of members is 31.12. of the previous year.

The basic funding for local groups is
- with fewer than 50 members € 100
- with 50 and more, but less than 100 members € 200
- with 100 and more, but less than 150 members € 300
- with 150 or more but less than 200 members €400
- with 200 or more members € 500
The additional funding depends on the scope of the proven youth association group activities. The amount of the additional funding is calculated on the basis of the number of days on which an activity was carried out in accordance with point 1.2 (activity days). If different activities take place on the same day, each counts separately (i.e. if, for example, two different group lessons take place on one day, this counts as two activity days),
counts as two activity days). The budget funds still available after deduction of the basic funding are distributed in proportion to the activity days among all youth organizations eligible to apply that have submitted a complete (see 2.5) application by the deadline (see 2.1).
If the district level submits the applications for its subordinate local groups, each of these local groups will be considered separately when calculating the funding amount.
The exact amount of funding can only be determined after April 30th on the basis of the eligible applications submitted. A notification of funding will be issued.
The funding may only be paid out to a bank account held by the local group or the district level.
2.5 Documents to be submitted
- Fully completed application with legally binding declaration on the use of the subject-related lump sum
On request by the Office for Children, Youth and Family:
- the organizational statutes valid for the funding period
- List of members as at 31.12. of the previous year
- Proof of the qualifications of the management staff
- Report on the activities of the local group
- List of evidence of the use of the funding
3. initial funding for start-ups
In order to encourage and support the founding of new youth associations and youth groups in Bonn, local groups that are newly founded in the city of Bonn receive the following initial funding, in deviation from the above regulations.
3.1 Eligibility to apply
3.1.1 Local groups that were founded in the period from 1.1. to 31.12. of the previous year, have their own organizational statutes and manage their own funds are eligible to apply.
3.1.2 Notwithstanding 3.1.1, groups that do not yet have their own organizational statutes and do not manage their own funds may also apply in the form of a sponsorship model:
In this case, the application, administration and reporting is carried out on a fiduciary basis by the district or state level of the youth association of the new local group, another youth association or other recognized sponsor in accordance with Section 75 SGB VIII that is active in Bonn. As a rule, this sponsorship should also include content-related and organizational support for the founding of the new local group. It is set out in writing in a sponsorship agreement.
3.2 Initial funding is granted as a subject-related lump sum for all costs incurred in connection with the establishment and commencement of youth association work, irrespective of the success of the establishment.
3.3 The amount of the grant is a one-off payment of 300 euros.
3.4 When submitting an application, the applicant (local group or sponsorship) must make a legally binding declaration in accordance with 2.5. of these guidelines. The sponsorship agreement must be attached to the application.
3.5 The funding recipient shall submit a brief report on the use of the lump sum and the status of the foundation no later than one year after receiving the funding.
4. withdrawal/revocation of the approval notice
The decision to grant funding may be withdrawn or revoked in whole or in part if
- the funding recipient (local group or district level/youth association) ceases its activities in Bonn or is dissolved within the funding period
- the information provided in the application documents has not been adequately explained to the representatives of the Office for Children, Youth and Family Affairs
- the funding was approved on the basis of incorrect information
- repeated failure to draw attention to the funding provided by the City of Bonn
Overpaid funding must be refunded.
5. entry into force
These guidelines enter into force on 1.1.2024. At the same time, the guidelines for the promotion of youth association work of the City of Bonn dated 1.1.2018, last amended on 1.6.2023, shall cease to apply.
