1. principles
The support of cultural clubs and associations in the context of the preservation of local history and customs as well as singing and instrumental clubs is one of the decision-making rights of the Bonn district council in accordance with Section 7 (2) (o) of the Bonn district constitution.
It is the aim of the Bonn district council to revitalize and promote the work of the associations.
2 Scope and conditions of the subsidies
2.1 The guidelines apply to all voluntary vocal and instrumental clubs, to cultural associations for the preservation of local history and customs and to the granting of subsidies for club anniversaries.
2.2 The association's premises should generally be located in the Bonn district, exceptions are possible.
Only activities in the city district of Bonn that correspond to the purpose of the association and have a lasting effect on the public will be funded.
2.3 A fully completed application submitted by the deadline is required for a grant to be awarded. Applications should generally be submitted digitally. A written application is possible.
The granting of subsidies is a voluntary service. It is granted on application within the framework of the funds available in the budget. There is no legal entitlement.
2.4 In individual cases, the Bonn district council may deviate from these guidelines for justified reasons.
3. amount of the grants
The Bonn district council decides on the amount of the respective grant on the recommendation of the district administration office.
The grants are awarded annually in the form of lump sums appropriate to the activity of the association.

Applicants pursuant to sections 3.1.1 to 3.2.12, with the exception of section 3.2.8, may be granted a top-up amount to the grant awarded.
The amount of the top-up amount is proposed to the district council by the administration for resolution. 4,000 and any other available funds will be divided equally each year among the applications received on time and eligible for funding.
3.2.13 Granting of subsidies for the organization of carnival parades in the districts of the borough
Provided that a carnival parade is held in a district of Bonn during the carnival season, a grant can be awarded to the respective organizer.
The amount of the grant depends on the composition of the most recent parade (number of floats, bands, foot groups) up to a total amount of 10,500 euros.
3.2.14 Granting of a subsidy to the Festausschuss Bonn Karneval e.V.
The Festausschuss Bonner Karneval e.V. receives a grant of 20,000 euros for the preparation and organization of the Rose Monday parade of each carnival season.
3.3 Granting of subsidies for club anniversaries
The Bonn associations are granted a subsidy for the organization of an anniversary in the amount of
- 180 euros for the 25th anniversary
- 200 euros for the 50th anniversary
- 230 euros for a 75th anniversary
- 250 euros for a 100-year anniversary
The maximum amount is granted for each additional 25th anniversary.
4th procedure
4.1 The administration implements the guidelines.
It submits the proposed resolutions on the granting of the individual subsidies to the Bonn district council for a decision each year.
4.2 All applications for benefits in accordance with these guidelines, with the exception of Section 3.1.6, must be submitted to the Bonn district administration office by March 31 for the current year, if possible electronically or in writing, together with the required documents.
The application deadline for services in accordance with section 3.2.6 (St. Martin's customs) ends on September 30th.
4.3 The grant is calculated depending on the number of events
- eligible events
- the available free funds and
- within the tolerance limits set out in these guidelines.
5. use of funds
5.1 A grant may only be used for the approved purpose.
5.2 Applicants must undertake to
- to submit an auditable proof of use upon request
- grant access to the cash management
- allow an on-site inspection of the use of funds.
5.3 The City of Bonn may reclaim all or part of the grants awarded - even retrospectively - if
- provisions of these guidelines are culpably violated
- decisive changes to the association's statutes are not reported.
6. final provision
The amendment to these guidelines dated December 2, 2003 was adopted by the Bonn district council on June 7, 2022.
The guidelines for the promotion of cultural clubs and associations in the context of the preservation of local history and customs as well as singing and instrumental clubs in the district of Bonn will enter into force in the amended version on June 8, 2022.
