Foreword

Dear Bonn residents and interested parties,

The mobility transition in Bonn is a great opportunity to make our city more liveable, child-friendly and climate-friendly. Switching to environmentally friendly mobility options, cycling, buses, trains or walking, contributes to climate protection and takes up less sealed space in the long term.

The mobility transition gives everyone more freedom of movement in the city. We are strengthening the modes of transport that children and young people can use independently on their daily journeys from an early age and making them safer.

Walking and cycling are central pillars of the mobility transition. The vision of a liveable, child-friendly, socially and climate-friendly city is also the driving force behind the civil society initiative "Radentscheid Bonn". In 2020, it won over 28,000 supporters for the accelerated expansion of good walking and cycling infrastructure in Bonn with the citizens' initiative of the same name. The petition defines seven transport policy goals so that people of all ages can move around the streets safely and comfortably on foot or by bike in the future. With the resolution and adoption of the citizens' petition by the City of Bonn's main committee in 2021, the walking and cycling decision has become both a planning standard and a target for the city of Bonn's cycling and pedestrian traffic planning.

Against the backdrop of global crises, we need suitable coping strategies in order to master the complex challenges of our time. The climate crisis is the most serious threat of our time. The dramatic effects of heatwaves and floods are already being felt in our region. That is why we, as the city of Bonn, must act together in a consistently future-oriented manner. Against this background, the implementation of the citizens' initiative "Radentscheid Bonn" is an important milestone on the way to a climate-neutral and thus resilient and crisis-proof city of Bonn.

This transparency report documents the city of Bonn's implementation of the cycling referendum goals to date. It shows the new course that has been set for the mobility transition in Bonn over the last two years. It also makes it clear that we are only at the beginning of a long journey. That's why we need to continue to "go the distance" in the coming years.

We would like to inform you as residents of this city and involve you in the processes and decisions; the following transparency report serves this purpose, among others.

Highlights at a glance

Compared to the period from 2019 to 2020, the expansion of infrastructure compliant with the Cycling Decision almost quadrupled between 2021 and 2022. The pace of expansion is set to increase further in the coming years in order to achieve the Radentscheid targets.

A lot has happened between 2021 and 2022:

  • 6.6 kilometers of new cycling facilities were installed.
  • Pedestrian traffic was once again explicitly promoted along 2.1 kilometers of road space.
  • The cycling network plan has been further developed and is available to politicians for consultation and approval.
  • An updated standard for cycle lanes was developed, cycle lanes were given a new standard width of 4.5 meters and are more clearly marked.
  • 704 bicycle parking spaces have been set up, including 30 mobile stations.
  • The city of Bonn has more staff positions to strengthen pedestrian and cycling traffic.
Current status: Expansion of cycling facilities in Bonn in accordance with the requirements of the Bonn Cycling Decision.

1. the Bonn cycling decision

Radentscheid Bonn is a citizens' initiative that was launched in 2020 by the initiative of the same name and was adopted and approved by the City of Bonn's main committee in February 2021. The citizens' initiative defines seven transport policy goals for the improvement of cycling and walking infrastructure. The citizens' petition is part of a Germany-wide social movement for the expansion and improvement of cycling and walking infrastructure. There are comparable initiatives in more than 48 cities and municipalities and five federal states.

2. get the administration up and running

The goals of the Bonn cycling decision mark a paradigm shift in Bonn's traffic planning. This is because cycling and walking facilities are to be given significantly more space on the streets and - where possible - separated and protected from car traffic. The cycling decision is therefore a driver for the mobility transition in Bonn.

The rate of expansion of good cycling infrastructure, in accordance with the Radentscheid standard, almost quadrupled between 2021 and 2022 compared to the previous years 2019 and 2020. Nevertheless, the annual targets of the Radentscheid were only partially achieved in the first two years of implementation. There are various reasons for this. For the implementation of the cycling decision to succeed, standards and procedures within the city administration had to be renegotiated and adapted. New specialist staff were also needed to plan, coordinate and implement the measures. These positions first had to be created, advertised and filled. Due to the current shortage of specialist traffic engineers, this process continues to be particularly challenging and has not yet been fully completed.

In addition, planning processes for the construction of new infrastructure follow fixed procedures and service phases and are very coordination-intensive and therefore time-consuming. It therefore often takes several years from new planning to implementation.

This report therefore takes a look behind the scenes of the administration and shows where the course has been set for accelerated cycling planning and where there are currently limits. In addition to the current implementation status, Chapter 3 also shows which other projects are in the planning stage and will be implemented in the coming years.

3. implementation standard of the Bonn 2021 and 2022 cycling decision

The citizens' initiative Radentscheid Bonn has formulated seven concrete goals that the city administration must implement to strengthen cycling - from a continuous cycle path network to new cycle paths and safe crossings.

4. conclusion

The cycling referendum has given new impetus to the mobility transition in Bonn. It is a great opportunity to make our city more liveable, child-friendly and climate-friendly. The goals formulated by civil society and adopted by politicians are strong drivers for an accelerated expansion of good walking and cycling infrastructure. Compared to previous years, the rate of expansion of cycling facilities in Bonn has almost quadrupled.

At the same time, the targets set by the cycling decision pose a major challenge for the city of Bonn. As the report shows, goals three, four and five of the Cycling Decision in particular are difficult to reconcile with current planning requirements and processes. In the first two years, the city has therefore primarily taken measures to create the necessary resources and structures and to speed up planning processes. However, where the implementation of the objectives of the cycling referendum is associated with major planning changes, it will not be possible to meet the deadlines of the citizens' initiative in the future either. The City of Bonn is therefore currently drawing up an implementation timetable. Taking into account the factors mentioned above, an ambitious but adapted timetable for the implementation of the cycling referendum measures is to be drawn up and coordinated with politicians.

In addition, municipalities face challenges in implementing the mobility transition that require an ambitious and coordinated approach at state and federal level. For example, the shortage of transportation engineers poses a particular challenge for the mobility transition.

Obstacles also arise from the binding regulations of the StVO. For example, the imposition of a 30 km/h speed limit is subject to strict requirements. The creation of protected cycle lanes also depends on the requirements of the ERA and RASt. In order to give the city of Bonn and other local authorities more power to shape the mobility transition, it is important that the federal government sets the right course by adapting the StVO and progressive requirements for the installation of cycling and pedestrian facilities. The FGSV's new "e-climate" is a first significant step in this direction.
