Council sets guidelines for development of the former Chamber of Agriculture

The Bonn City Council has revoked the existing resolutions for the site of the former Roleber Chamber of Agriculture (Beuel district). In addition, at its meeting on September 19, 2023, it made specifications for the further development plan procedure.

The owner of the site, Sahle Wohnen GmbH & Co. KG, can continue the development plan process on the basis of a modification of the previous winning design or build on a new competition, according to the city council. Both the outdoor area and the Anger, adjacent to Rodeweg, will remain undeveloped. The Anger will be preserved as a publicly accessible green space; a sale to the city is to be examined in the further process, and the avenue of lime trees will be preserved in two rows.

At least 40 percent publicly subsidized housing

On the areas earmarked for development, the proportion of multi-storey residential construction is to be increased to at least 80 percent in relation to the gross floor area, of which at least 40 percent is to be publicly subsidized housing. A local supermarket and a day care center are to be created. The buildings are to be constructed to at least KfW Efficiency House Standard 40, roof surfaces and façades are to be used for photovoltaics and/or solar thermal energy and greened. The buildings are to be arranged in such a way as to ensure optimum air flow, unless this is prevented by a special qualitative design concept.

Car-free neighborhood square

The settlement area is to be largely car-free, with car parking spaces in neighborhood garages. A car-free neighborhood square is to be set up as a play area and recreation area. The planned neighborhood center should be available to the entire local population as far as possible. The social infrastructure to be realized in the project is to be developed by involving the local population.

In addition, the Bonn City Council has instructed the administration to explore the possibility of the municipal VEBOWAG or a yet-to-be-founded urban development company acquiring the land from the developer in the event that the developer does not wish to develop its land under the above-mentioned conditions - with the aim of enabling the highest possible proportion of subsidized housing construction.
