Preliminary remarks
The German Social Code VIII (SGB VIII - Child and Youth Welfare) and the implementation laws of the state of North Rhine-Westphalia oblige the local authorities to ensure that the planned youth welfare services are offered in line with demand and that the sovereign tasks are carried out. Special characteristics of youth welfare are the diversity of independent youth welfare organizations with different value orientations as well as the diversity of content, methods and forms of work.
The Committee for Children, Youth and Family of the City of Bonn issues these guidelines on the basis of the aforementioned laws after detailed consultation with the independent youth welfare organizations. These guidelines come into force with effect from January 1, 2020 and include the adjustments to the guidelines for the promotion of youth work in Bonn (measures and acquisitions) made as part of the first evaluation.
The City of Bonn regards children, young people and families as a decisive potential for its future viability. In this sense, these guidelines serve to strengthen the profile of the City of Bonn as a child-friendly city.
These guidelines are intended to
- reliably regulate the cooperation between independent and public youth welfare organizations for the benefit of young people and their families as well as the financial support of independent youth welfare organizations, their services and events, while preserving their independence, and ensure that they take precedence over the City of Bonn's own services when offering events and measures,
- Recognize the special value of activities organized by children and young people themselves and strengthen personal responsibility,
- support inclusion, i.e. the unrestricted participation of every individual in measures and events regardless of nationality, religious affiliation, disability, support needs and sexual identity, and promote equal participation,
- promote participation so that children and young people can take part in all matters that affect them, help make decisions and take responsibility,
- meet socio-spatial requirements as well as the right of young people and their legal guardians to express their wishes and vote, the special needs of girls and boys and the integration of young people from other cultural backgrounds,
- define criteria and standards for the quality of the measures and events offered in accordance with Section 79 a SGB VIII.
1. general
The following general regulations apply to all funding under these guidelines, unless the specific provisions provide otherwise. Financial support is only granted within the framework of the funds available in the budget. Funding for a measure is only possible in accordance with one section of these guidelines.
Each sponsor is obliged to inform the participants and their legal guardians of the municipal services in the event of funding. Corresponding information must also appear in all publications in connection with the funded measure, event or purchase. Failure to comply with this obligation to provide information entitles the City of Bonn to reduce or reclaim funding.
In order to gain an impression from an educational perspective, representatives of the Office for Children, Youth and Family Affairs are entitled to visit funded offers of the providers. For this purpose, appointments are usually arranged or fixed in advance with the providers. In individual cases, unannounced visits may also take place, taking into account the interests of the provider and the educational process of the measures. When applying for municipal funding in accordance with these funding guidelines, the providers also document their agreement with the visiting rights of the municipal representatives. The exercise of domiciliary rights remains unaffected by this.
1.1 Eligible applicants
Municipal grants are awarded to organizations that carry out measures and/or events for young people living in the city of Bonn.
The prerequisite for funding is the conclusion and implementation of agreements on the fulfillment of child and youth protection in accordance with § 72 a SGB VIII of the respective provider with the Office for Children, Youth and Family of the City of Bonn. For providers from neighboring youth welfare office districts, confirmation that a corresponding agreement has been concluded with their local youth welfare office is sufficient.
Organizations entitled to apply are
1.1.1 Independent youth welfare organizations
All independent youth welfare organizations recognized in accordance with § 75 SGB VIII in conjunction with § 25 of the First Act on the Implementation of the Child and Youth Welfare Act (AG-KJHG).
1.1.2 Other organizations
Other youth groups, associations and non-recognized youth communities (including informal groups) are eligible for funding, provided that the events to be funded are fundamentally worthy of funding within the meaning of these guidelines or are of particular importance. Grants for youth care materials are not available to other organizations. Only measures and events that are integrated into an overall educational concept that goes beyond individual measures will be funded.
1.2 Eligibility
1.2.1 Funding is provided for measures and events for all young people aged 6 to 21 inclusive, in justified exceptions up to and including the age of 27, which comply with the principles of SGB VIII, as well as for the purchase of items used for youth work. Measures and events in which children and young people with recognized support needs participate are particularly eligible for funding.
1.2.2 Funding is provided for vacation camps and city retreats of open youth work facilities if the open offer is maintained at the same time. The youth welfare department decides on exceptions in individual cases upon application. Staff subsidized via the operating costs cannot be additionally funded.
1.2.3 Funding is provided for district and/or topic-oriented measures and events that the applicants carry out in cooperation with schools, provided that these are not school events, e.g. events as part of project weeks.
1.2.4 Funding will only be provided for measures and events that are carried out with suitable staff. The provider confirms to the Office for Children, Youth and Family Affairs that the staff, management and other helpers are qualified and that the supervision ratio is complied with in accordance with Section 2.4 of these guidelines.
1.2.5 Funding is subject to the condition that the overall funding is secured, that the eligible applicant has made use of possible grants from other bodies and that there is no overfunding through grants from the Office for Children, Youth and Family Affairs.
1.2.6 Only reasonable expenses that are directly related to the measure or event applied for will be considered for funding.
1.3 Exclusion of funding
Funding is excluded for
1.3.1 Events that do not comply with the provisions of these funding guidelines
1.3.2 Measures and events that are primarily of a school, religious, trade union or party political nature
1.3.3 Measures and events as well as youth care material for associations, clubs and their sub-groups outside of child and youth welfare, which focus on activities related to the objectives of the association or club.
For example:
- For sports clubs: Trips to competitions and tournaments, training work
- For choirs and theater groups: Rehearsal lessons or weekends, trips to performances
1.3.4 Compulsory measures and events in preparation for communion, confirmation, confirmation and the like
1.3.5 Events and trips organized by commercial providers (e.g. youth travel services)
1.3.6 Events within the framework of town twinning arrangements
1.3.7 Child day care facilities, (open) all-day schools, children's homes and school support associations

Subsequent funding of measures and events that have already begun or been completed, as well as purchases that have already been made, is only possible if there is an unforeseeable and unavoidable reason or if this would make it more difficult for the applicant to continue their youth work for a longer period of time.
2. application procedure, funding framework for points 4 to 7
2.1 Application
Funding must be applied for in writing before the start of a measure, event or purchase. If anything is unclear, the Office for Children, Youth and Family offers advice on this. Applications must be signed by the responsible manager of the measure/event and a responsible representative of the sponsor or organizer.
Required application documents:
- Application form
- Planned number of participants and childcare staff
- Announcement or invitation or similar information for parents with reference to the amount of the participation fees and possible reductions
- Overview of expected income (including possible subsidies from other bodies) and expenditure
- Program description (if not part of the information for parents)
The application as such does not constitute an entitlement to a grant for the respective measure or event. Grants are approved by written notification.
The applicant receives an interim notification, which is issued conditionally on the basis of the information provided in the application. After completion of the respective measure and submission of the proof of use, a final notification will be issued. The final decision replaces the interim decision, which may result in a change to the provisional funding amount.
2.2 Deadlines
The application must be submitted to the Office for Children, Youth and Family before the start of the measure or event. If applications are submitted informally by e-mail or fax in order to meet deadlines, the original application must be submitted within 7 days. Leisure activities lasting up to 3 consecutive days are exempt from this regulation. In these cases, the application, which must be submitted in the form of a proof of use, can be submitted no later than 30 days after the measure has been carried out.
Any necessary advance payment must be applied for in writing no later than 30 days before the start of the planned measure, enclosing all necessary documents. Application deadlines of other grant providers remain unaffected.
2.3 Prerequisite for the promotion of participants
Only participants aged between 6 and 21 years and resident in Bonn are eligible for funding.
Young people up to and including the age of 27 can only be funded for events and measures upon prior application if it is pedagogically justified that the participation of these young people makes sense for a particular reason.
Funding is only available for measures and events with at least 6 participants plus support staff.
Additional funding must be credited to the participants to reduce the contribution. This includes additional funding for holders of Bonn ID cards, for recipients of benefits to secure their livelihood in accordance with Book II of the German Social Code (SGB II) or Book XII of the German Social Code (SGB XII) as well as sibling funding (Section 2.6). Corresponding and valid proof of additional funding must be attached to the proof of use.
2.4 Managers, helpers, support ratio
Leaders of a measure or event must be at least 18 years old, helpers at least 16 years old. As a rule, leaders and helpers of a measure or event may not be younger than the oldest participant.
The qualification of the leader through a youth leader card (Juleica) or a corresponding pedagogical professional training must be confirmed by the organizer and must be presented upon request. The other educational supervisors/helpers should be qualified with at least a (group leader) training course equivalent to the Juleica.
In particularly justified exceptional cases, the youth welfare office may allow an exception in advance.
For up to 12 participants, one leader and one helper can be funded; for every additional 6 participants or part thereof, an additional helper can be funded. In the case of mixed-gender groups with underage participants, both female and male supervisors must be employed. An exception to the requirement of mixed-gender supervision can be agreed in justified individual cases after prior consultation with the youth welfare department.
In the case of measures organized by external providers, support staff can be funded if at least 6 young people from Bonn take part.
A higher supervision ratio can be approved on written application by the youth welfare specialists in the case of
- Groups with socially difficult children/young people
- groups with participants with recognized physical and/or mental disabilities
- particularly justified pedagogical necessity
In the case of self-catering, one additional assistant can be funded as kitchen staff for every 15 participants or part thereof.
Support staff are paid the same daily rate as participants. In addition, the support staff will be funded regardless of their place of residence, provided they work for a youth association in Bonn.
2.5 Additional funding
2.5.1 For each participant with proven higher support needs, the provider shall receive an additional EUR 5 per day when implementing measures in accordance with Sections 4 and 7. The additional subsidy is not to be offset against the participation fees. It serves to compensate for additional expenses that may arise due to a higher need for support.
2.5.2 If the provider can provide evidence of the employment and qualification of an inclusion assistant, the above-mentioned lump sum to cover all costs incurred (fee, accommodation and meals) is increased to EUR 250 per day.
2.5.3 A higher need for support is assumed in particular for participants
- with a valid disabled person's pass
- with approved school support or integration assistance
- who attend a special school with a focus on physical and motor development or mental development or emotional and social development
- who attend a school for the sick.
The existence of the requirements for additional support must be plausibly demonstrated. If there are several inclusion assistants, the exact number must be agreed in advance with the youth welfare department.
2.6 Support for siblings
An application for a subsidy for a leisure activity, city recreation, international meeting and training and educational event automatically includes an application for sibling support. An additional 5 euros per day and sibling will be granted on top of the standard subsidy. This amount is to be credited to the respective participants to reduce the contribution. This additional subsidy is granted to siblings who do not hold a Bonn ID card and are not in receipt of benefits under SGB II.
The subsidy can also be granted for siblings who participate in different camps or city recreation programs during the same vacation period (e.g. during the summer vacations) that are sponsored by the Office for Children, Youth and Family of the City of Bonn. A corresponding confirmation from the parents must be enclosed with the proof of use.
The siblings who have received or are to receive a sibling discount must be marked with a "G" in the signed list of participants. The reduced amount must be indicated in the participation amounts.
2.7 Recognition of mileage compensation
If motor vehicles are used by private individuals or clubs and associations for the organization of events, the following shall be reimbursed for all expenses incurred for the use of such vehicles per kilometer driven
a) cars up to an amount of 0.30 euros
b) minibuses up to an amount of 0.40 euros
are recognized as cash expenses incurred.
The capacity of the vehicles used should be exhausted. Corresponding proof must be provided, stating the license plate number and the number of kilometers.
2.8 Recognition of civic engagement
When determining the eligible costs, work performed as part of civic engagement must be taken into account as notional expenses.
An amount of 15 euros can be applied per hour of voluntary work. A higher amount per hour of work can be recognized for work that requires special professional qualifications. Work performed by persons who are employed by the applicant cannot be taken into account. The amount of the notional expenditure for civic engagement may not exceed 20% of the total eligible expenditure.
Simple time sheets must be prepared as proof of the hours worked, which must be signed by the volunteer. They must include the name of the volunteer, date, duration and type of service. They must be countersigned by the head of the program.
3. billing modalities for items 4 to 7
3.1 Billing procedure
If the measure or event is funded at a daily rate, funding is provided per day and per participant. The funding amount will be paid in full, provided there is no overfunding in accordance with section 3.4.1. The proof of use in accordance with section 3.2 must be accompanied by any documents listed under the respective measure or event. It is not initially necessary to submit receipts for cash expenditure. Only an overview of the receipts (list of receipts) must be enclosed. However, the City of Bonn reserves the right to request and check receipts for all income and expenditure on a random basis (see also section 1.2.5). The receipts on which the information in the where-used list is based must be systematically organized. Smaller receipts must be pasted onto A4-sized paper. The original receipts for all cash expenditure must always be retained (see also section 3.3). Missing original receipts can lead to a partial or full reclaim of the grant.
3.2 Proof of use
The financial support is accounted for by means of a proof of use. The proof of use submitted must be signed by the responsible manager of the measure or event and a responsible representative of the sponsor or organizer, i.e. by two different persons. This also applies if the management is authorized to sign on behalf of the sponsor.
The following documents must be submitted no later than 60 days after implementation of the measure or event:
- Proof of use form
- Declaration on the program carried out
- A list of participants with their names, dates of birth and addresses
- Final declaration (on a form) on the use of grants and funding from other (municipal or external) bodies (if necessary by means of a negative declaration)
Proof of the granting of additional funding (copies of the Bonn ID card and the SGB II benefit notification) - List of receipts (overview of all cash-effective expenses)
It is not necessary to submit a list of receipts for applications for a daily rate subsidy of up to €500 (excluding the additional subsidy for siblings, holders of a Bonn ID card and SGB II or SGB XII benefit recipients, which is to be used to reduce contributions). Subsequent verification of receipts is generally waived in these cases. This rule does not apply to funding for one-day events (Section 4.3).
Purchases/replacement purchases (youth care material) are recognized as cash expenditure for leisure activities (item 4.1) and city camps (item 4.2) up to an individual purchase value of EUR 60 excluding VAT without prior application in the proof of use.
For measures and events (items 4 to 6), a flat rate of 5% of the total eligible costs for preparation and follow-up will be taken into account.
The deadline for submitting the proof of use can only be extended in justified individual cases. The written application for an extension of the deadline must be submitted to the Office for Children, Youth and Family Affairs no later than 60 days after the measure or event has taken place.
3.3 Storage of receipts
The City of Bonn reserves the right to check that the grants paid have been used properly and in accordance with the purpose of the application. It also reserves the right to raise any objections as a result of subsequent audits by the City of Bonn's Audit Office and/or the State Court of Auditors.
In the case of municipal grants, the original receipts for all cash receipts and expenditure claimed must be kept for 5 years. The period begins on the first day of the year following the year in which the measure, event or acquisition was carried out. If third-party grants are used, longer retention periods remain unaffected by this.
The approval notice is issued on the condition that the City of Bonn is granted a comprehensive right of review. Accordingly, the City of Bonn, as the grantor, is entitled to request books, receipts and other business documents for examination and to examine or have examined the use of the grant by inspecting the books and other business documents on site. The recipient of the grant must keep the necessary documents available, provide them and, if requested, hand them over for inspection and provide the requested information. The right to audit also extends to the other budgetary and business management of the grant recipient.
3.4 Withdrawal/revocation of the approval notice, obligation to reimburse the funding, reasons for refusal
3.4.1 Withdrawal/revocation of the approval notice
The decision to approve funding can be withdrawn/revoked if
- the provisions of these funding guidelines have not been complied with
- the funding was approved on the basis of incorrect information,
- alcoholic beverages were purchased and/or consumed to a considerable extent during a measure,
- it is established that a funded measure has been overfinanced by municipal funds, as it is not permitted to build up reserves from municipal funds. Participant contributions and subsidies granted by other bodies must be taken into account here. If the income exceeds the cash expenditure of the measure, the resulting surplus must be repaid. If funding is granted over a longer period of time, the notice of approval may be withdrawn/revoked if the basis for the grant no longer applies in whole or in part.
3.4.2 Obligation to reimburse the grant
The Office for Children, Youth and Family is entitled to reclaim all or part of the grant awarded if at least one of the following circumstances applies:
- The grant notice has been withdrawn/revoked.
- The original receipts are not available during the random check.
- Implementation of the measure, event or procurement has been abandoned or postponed for more than 90 days.
- No proper proof of use was submitted within the specified period despite a request to do so.
- Requirements or conditions contained in the approval notice were not fulfilled.
- The provisions of these funding guidelines were not complied with.
- The grants have not been spent as intended.
- It is subsequently established that the funding requirements for the measure, event or procurement were not met.
- In the case of funding for youth care material, a change of purpose occurs before the earmarking period expires.
For reasons of administrative simplification, a refund of up to EUR 20.00 will not be claimed back.
The claim for reimbursement established in the event of a reclaim of the subsidy is directed against the organization entitled to apply (see Section 1.1).
Interest of 3% above the prime rate of the European Central Bank must be paid annually on any subsidy to be reimbursed.
3.4.3 Exclusion from funding
Grossly negligent or intentional unlawful acts or omissions in connection with the application for funding under these guidelines entitle the City of Bonn to exclude the sponsor from future funding.
4. camps, city retreats and day events
4.1 Leisure activities
Camps offer special opportunities for a constant group of young people to meet for the duration of the camp and are run under the pedagogical guidance of full-time or volunteer professionals. They facilitate community experiences and are intended to promote the development of children and young people through their duration and design, encourage them to behave responsibly and helpfully both within and outside the group and offer opportunities for recreation and relaxation.
Camps are measures that include overnight stays by the participants and usually take place outside Bonn.
Duration of support: 2 to 23 days
Arrival and departure days together count as one day if the leisure time lasts less than 5 days in total. If the educational program on the day of arrival and departure lasts a total of 6 hours, both days can be considered as a single day.
Subsidy amount: per day and participant:
8.20 euros as a basic daily rate
Additional subsidy to reduce the contribution:
16.40 euros for Bonn ID card holders
24.60 euros for recipients of benefits to secure their livelihood according to SGB II or SGB XII

If the vacation camp takes place for at least 5 days in the form of a tent camp outside the City of Bonn, the following allowances are granted for the preparation and follow-up work (e.g. planning on site, setting up and taking down (kitchen) tents):
- 100 euros for camps within a radius of Bonn of up to 150 km
- 160 euros for camps within a radius of Bonn of more than 150 km
If expenses are incurred for preparation and follow-up work, the above-mentioned camp allowances must be claimed as part of the application for a subsidy for the leisure activity.
4.2 Urban recreation
Urban recreation programs offer special opportunities for a group of young people to meet for the duration of the program. Town retreats are carried out under the pedagogical direction of full-time or volunteer professionals. They enable community experiences and are designed to promote the development of children and young people, encourage them to behave responsibly and helpfully within and outside the group and offer opportunities for recreation and relaxation.
Duration of support: At least 5 days with at least 4 hours per day
(at least 4 days in weeks with a public holiday)
Subsidy amount: per day and participant with a daily duration of at least 4 and less than 6 hours:
4.80 euros as a basic daily rate
Additional subsidy to reduce contributions:
9.60 euros for holders of Bonn ID cards
14.40 euros for recipients of benefits to secure their livelihood in accordance with SGB II or SGB XII

4.3 Day events
Day events offer opportunities for young people to come together. They take place under the pedagogical guidance of full-time or volunteer professionals. Day events are measures with a special educational and/or leisure program. Dance and disco events, children's parties and open days, for example, are not eligible for funding.
Funding duration: 1 day (at least 4 hours)

5. international youth work
5.1 Youth encounters
Youth encounters should contribute to better understanding between young people of different nationalities across national borders. This is achieved when groups of young people temporarily live, learn and work together. Accommodation should be provided in families or in shared accommodation. Meetings that are mainly for sightseeing or leisure activities cannot be funded as international youth encounters.
Priority should be given to state, federal or EU funding to finance international meetings.
5.2 Expert meetings
Meetings between educational professionals with appropriate training who are actively working in the City of Bonn and professionals from other countries should have a local connection to the current situation in Bonn and serve to initiate/prepare youth encounters. During the measure, a corresponding invitation must be extended to the host country. A maximum of two exchanges of skilled workers per partner country will be funded within three calendar years.
5.3 Funding requirements for international meetings
Funding duration: 3 to 23 days, in special exceptional cases up to 28 days
Arrival and departure days together count as one day if the encounter lasts less than 5 days in total, unless an educational program of 6 hours in total takes place on the day of arrival and departure.
Participants:
For youth exchanges, at least 6 plus support staff.
At least 3 educational staff in accordance with section 2.4.
Age for youth exchanges:
Young people aged 12 to 21 inclusive, in justified exceptional cases for special offers and measures also young people up to and including 27 years of age.
Preparation of the participants:
Necessary preparatory measures for participants in youth encounters can be funded on application as an educational/training measure in accordance with Section 6.

Management: The management of international youth encounters should have special experience in international youth work.

6. educational and training events
Educational measures
Educational measures are
- working groups, courses and seminars for children and young people that serve to develop their social, civic or cultural personality,
- Events in which, for example, manual, artistic or technical skills (manual practices) are taught, insofar as they have an educational significance in the area of child and youth work.
Duration of funding:
Funding is only provided if at least 3 x 2 time hours or 1 x 5 time hours are used for educational and training work. In the case of staff training, funding is also provided if at least 1 x 2.5 hours are used for educational and training work.
Application:
In addition to section 2.1, the program description must include details of the speakers (name(s) and qualifications) and the educational objectives.
A contract must be concluded with the speakers in which, in addition to the personal details (name, address), the period, duration, type and scope of the fee activity, the hourly fee and the qualifications of the speaker are stated. The contract must be signed by both contracting parties. A copy of the contract must be attached to the application or, at the latest, to the proof of use. Full-time employees of specialist offices, institutions and central offices in the field of youth and youth education work whose tasks include conducting or promoting educational and training events for their organizations or the organizations or children's and youth groups working with them are not eligible for funding.
Promotion of educational and training events
Provided that the educational time on the day of arrival and departure is at least five hours in total, these can each be taken into account as a single day.
In principle, only educational measures in Germany are eligible for funding. By way of exception, political education measures abroad can be funded if these measures
- are carried out either as memorial site trips to places of National Socialist tyranny or extremist violence ("places of victims and perpetrators") and enable young people to deal with the effects of totalitarian regimes and inhuman ideologies and to develop their own democratic attitude.
- or to the institutions of the European Union and enable young people to deal with Europe and/or the European Union and to develop their own democratic attitude.
For these measures, only educational periods that are directly related to the above-mentioned educational objective of the measure will be credited. Pure sightseeing programs are not funded.
6.1 Educational measures
The funding rates are per day and participant, leader and speaker for educational measures:
For events with overnight accommodation:
18.00 euros as a basic daily rate
Additional funding to reduce fees:
36.00 euros for holders of Bonn ID cards
54.00 euros for recipients of benefits to secure their livelihood according to SGB II or SGB XII
For events without overnight stay:
8.40 euros as a basic daily rate
Additional subsidy to reduce the contribution:
16.80 euros for holders of Bonn ID cards
25.20 euros for recipients of benefits to secure their livelihood according to SGB II or SGB XII
6.2 Employee training
Staff training courses are
- Working groups, training courses, seminars for active volunteers in youth work in Bonn to prepare them for their tasks.
Funding is only available for training events in Germany.
Special regulation for staff training:
For staff training courses, participants aged 14 and over are eligible for funding without age restriction and regardless of their place of residence if they work for an organization in Bonn. The supervision ratio under section 2.4 only applies to participants aged 14 to 18. Support staff in accordance with Section 2.4 can only be funded if there are at least six participants aged 14 to 18.
The funding rates are per day and participant, leader and speaker for staff training courses:
For events with overnight accommodation:
25.00 euros as a basic daily rate
Additional funding for contribution reduction:
50.00 euros for holders of Bonn ID cards
75.00 euros for recipients of benefits to secure their livelihood according to SGB II or SGB XII
For events without overnight stay:
12.70 euros as a basic daily rate
Additional subsidy to reduce the contribution:
25.40 euros for holders of Bonn ID cards
38.10 euros for recipients of benefits to secure their livelihood according to SGB II or SGB XII
6.3 Additional notes
Continuation courses for teaching manual practices with the same group of participants are only funded for a maximum of 20 training units (days, afternoons, evenings). Speakers also receive one of the above-mentioned daily rates. The maximum eligible speaker costs per hour are calculated at the applicable hourly rate of the Adult Education Center. The youth workers decide on the appropriate number of speakers.
Proof of use:
In addition to the documents required under section 3.2, the following must be submitted
- for educational events that are not held on consecutive days, a list of participants for each day of the event in accordance with Section 3.2
- Copies of the speaker contracts
- Factual report (only on request)
7. model measures/project funding
Special grants may be awarded for measures or projects for which grants are not provided for in these guidelines, but which can give special impetus to child and youth work, show new ways of youth work or are of particular importance. The general principles of these guidelines apply to grants for model measures/projects. The Committee for Children, Youth and Family decides on grants of more than 5,000 euros per year.
In the case of model measures and projects, a factual report must be submitted after completion in addition to the proof of use in accordance with section 3.2. The original receipts for all cash-effective income and expenditure must be submitted for review with the proof of use in accordance with section 3.2. In the case of multi-year funding, a factual report must be submitted annually.
Models and projects can be funded for a maximum of 3 years.
8. youth care material
8.1 Object and requirements for funding
Youth care material includes all material that is required to carry out youth work, is intended and suitable for transportation and use outside the youth leisure facility and is not consumable material. Funding will only be provided for youth care material with a purchase price of at least 60 euros excluding VAT for the individual item or a group of items purchased. Repair costs for youth care equipment are also eligible for funding if they amount to at least EUR 60 excluding VAT. Replacement purchases and repairs of youth care equipment are only subsidized if they are not due to improper handling and/or storage.
- Funding is provided in particular for
- media technology equipment
- necessary equipment for the organization of camps and group activities
- Tent material suitable for youth groups
- Games and sports equipment
- musical instruments suitable for youth groups (e.g. guitars, rhythmic instruments such as Orff instruments, hand drums, etc.), provided they are suitable for flexible use.
Office equipment and furnishings for offices are not eligible for funding.
An information sheet with examples of eligible youth care materials and maximum eligible acquisition costs is available from the Office for Children, Youth and Family Affairs.
The grant amounts to up to 50% of the eligible acquisition/repair costs.
In individual cases, funding may be granted on condition that the subsidized youth care equipment is available for loan. Details can be found in the approval notice.
There is an earmarking period of 10 years for subsidized youth care material with a purchase value of more than 800 euros excluding VAT (taking into account possible material groups), unless another period is specified in the approval notice. If a change of purpose occurs before then, the City of Bonn is entitled to reclaim all or part of the municipal grant. The applicant must report any change of purpose in writing without delay.
Funded youth care material with a value of more than 800 euros excluding VAT must be inventoried by the grant recipient. All income, expenditure and inventories of items over EUR 800 (excluding VAT) must be documented with the proof of use. Possible groups of items must be formed with regard to the specified value limits (EUR 800 or EUR 60 excluding VAT). The city also reserves the right to monitor compliance with earmarking periods.
Notwithstanding section 3.2 and unless other retention periods are prescribed by law, the receipts must be kept for at least the duration of the earmarking period.
The Committee for Children, Youth and Family decides on grants of more than EUR 5,000.
Sports clubs are only eligible to apply if they can provide evidence of extensive youth care activities outside of club sports and use the requested youth care equipment outside of club sports for youth work in accordance with Section 11 SGB VIII.
A prior application is not necessary for youth care equipment with a purchase value of up to EUR 1,500 excluding VAT. The purchase can be made prior to approval. The decision on the amount of funding is made within the framework of the available budget.
If the purchase price for the individual item is more than 1,500 euros excluding VAT (taking into account possible groups of items), 3 cost estimates from different providers must be submitted.
Grants for the procurement of youth care equipment are awarded annually on September 30. Only applications/proof of use submitted to the Office for Children, Youth and Family of the City of Bonn by this deadline can be considered.
An educational justification of the necessity of the purchase/repair must be attached to the application documents.
Appropriate insurance (e.g. inventory, burglary, theft insurance) must be taken out.
Applications for purchases with a total value of more than EUR 5,000 must be submitted by September 30 for the following year, as approval requires the provision of additional budget funds.
9. grants for investments
Grants can only be awarded to legal entities and youth associations as defined in the guidelines for the promotion of youth associations. Informal groups in accordance with item 1.1.2 and schools are not eligible to apply.
9.1 Object of the grant
Grants are awarded for the construction, conversion, extension, renovation and equipping of the facilities listed below:
9.1.1 for youth association rooms and youth rooms up to 25 percent
9.1.2 for youth education centers (provided they are recognized by the state youth welfare office) up to 25 percent, whereby grants from other municipal providers can be offset against the municipal grant
9.1.3 A subsidy of 85% of the eligible investment costs is grantedfor equipping or expanding a youth facility, youth association rooms or youth rooms with free WiFi, high-speed Internet access and other digital equipment.
9.2 Application procedure
Prior application is not necessary for investments of up to EUR 1,500 excluding VAT. The investment measure can be implemented prior to approval. The decision as to whether and to what extent funding can be provided is made within the framework of the available budget after submission of the complete proof of use.
Grant applications with an expenditure volume of more than EUR 1,500 excluding VAT must be submitted in writing to the Office for Children, Youth and Family Affairs before the start of the measure. In principle, construction work or the procurement of furnishings may not begin before the approval notice has been issued for an investment project of more than EUR 1,500 excluding VAT, as otherwise the applicant provider will be excluded from funding.
If the value of the individual item or items purchased as part of a group of items or the value of the investment expenditure exceeds EUR 1,500 excluding VAT, at least three cost estimates (from different companies) must be submitted.
It should be noted that liability insurance and inventory insurance must be taken out.
The replacement of furnishings is only subsidized in the event of wear and tear.
If the proof of use results in deviations from the approved total costs applied for, the municipal grant can be reassessed upon informal application.
The municipal grant is generally calculated on the basis of the recognized total costs.
The Committee for Children, Youth and Family Affairs (JHA) decides on grants of more than EUR 15,000.
9.3 Obligations of the responsible body
The sponsor must raise at least 10 percent of the recognized total costs itself.
The own funds used in the application must be used in full.
The computer systems or individual parts subsidized on the basis of these guidelines must be used for at least 4 years. The Office for Children, Youth and Family decides on the purchase and number of PCs in individual cases.
As a rule, proof of appropriate use must be provided 90 days after completion or purchase. The guidelines of the state apply to the use of state subsidies.
There is an earmarking period of 10 years for the purchase of movable assets with a value of more than 800 euros plus VAT (taking into account possible material totals), unless a different period is specified in the approval notice. Grants for immovable assets are subject to an earmarking period of 30 years. If a change of purpose occurs before then, the city is entitled to reclaim the municipal grant in whole or in part from the sponsor. The applicant must report any change of purpose in writing without delay.
In addition, all original receipts and receipts (grants from third parties and other municipal bodies, donations for the same purpose) must be submitted for inspection in the case of investment grants.
Unless other retention periods are prescribed by law, the receipts must be kept for at least the earmarking period.
Funded movable assets with a value of more than EUR 800 excluding VAT must be inventoried by the grant recipient.
10. entry into force
These guidelines enter into force on 01.01.2020, last amended on 18.10.2023.
The next evaluation of the guidelines is scheduled for the end of 2020. After that, a regular evaluation will take place depending on the respective term of the child and youth development plan.
11. transitional arrangements
The "Guidelines for the promotion of independent child and youth welfare in Bonn" in the version valid since January 1, 2007 expire with the exception of the regulations for providers of open youth work facilities. This applies until a new guideline for the providers of open youth work facilities comes into force.
Eligible youth care material
on the "Guidelines for the Promotion of Youth Work in Bonn - Measures and Purchases" (Section 8)
Youth care material within the meaning of the guidelines is material
- which is necessary for the implementation of youth work,
- that is suitable for transportation and use outside a youth leisure facility,
- which is not consumable material and is intended for repeated use,
- the necessity of the purchase is justified on educational grounds,
- its utilization or use justifies its purchase, i.e. if rental is not a reasonable option.
Youth care equipment is only funded if
- all of the above criteria are met,
- the online application form has been used,
- the purchase is only made after approval by the Office for Children, Youth and Family Affairs,
- the purchase price is at least 60 euros excluding VAT for the individual item or for items purchased as a set (e.g. saucepan + lid or digital camera + memory card + bag, if these must be purchased separately).
bag, if these have to be purchased separately or "circus box" = box with individual circus materials) is at least 60 euros excluding VAT, - all provisions of the above-mentioned guidelines have been complied with and the application documents have been submitted in full and on time.
The subsidized items include in particular (list is exemplary and not exhaustive)

- "necessary accessories for the organization of camps and group activities" such as

The following items are recognized as maximum acquisition costs (net costs excluding VAT):
- Music system up to 400 euros
- Projector up to 1,200 euros
- Camera/camcorder up to 1,000 euros
- Spotlight/tripod up to 500 euros
- Sleeping tent up to 1,000 euros
- Lounge tent up to 3,000 euros
- Trampoline up to 1,000 euros
If an item is to be purchased that exceeds this upper limit, only the amount noted here will be taken into account for the grant - the grant is then based on this maximum value plus VAT and amounts to up to 50% of this.
Not eligible for funding: Office equipment and furnishings for offices.
