The Council of the City of Bonn has adopted the following district bylaws on the basis of §§ 7 (3) and 35 to 38 of the Municipal Code for the State of North Rhine-Westphalia (GO NW) in the version published on July 14, 1994 (GV.NW. p. 666/SGV.NW 2023), last amended by the law of March 20, 1996 (GV.NW.p. 124/SGV.NW 2023) and in implementation of § 3 (2) of the main statutes of the City of Bonn:
§ 1: Formation of the district councils
One district representative is elected for each of the districts of Bonn, Bad Godesberg, Beuel and Hardtberg in accordance with Section 36 (1) GO NW.
§ 2: Composition of the district councils

Further seats may be added if this is necessary to balance the share of votes in accordance with Section 46 (6) of the Local Elections Act.
§ 3: Head of the district
- The district councils elect the district mayor and one or more deputies from among their members. The chairperson is known as the "district mayor".
- The district mayors are obliged to support the Mayor of Bonn within the framework of the guidelines laid down by him/her in the performance of the City's representative duties in the respective district.
§ 4: Designation of the members of the district councils
The members of the district councils are known as "district councillors" or "district representatives".
§ 5: Traditional coat of arms of the city districts
On special occasions, the district councils use the coats of arms of the formerly independent towns and municipalities of Bonn, Bad Godesberg, Beuel and Duisdorf as the traditional coats of arms of the city districts. These coats of arms have no legal significance.
§ 6: Procedure of the district councils
The procedure of the district councils is governed by the rules of procedure of the Bonn City Council.
§ Section 7: Decision-making rights of the district councils
- The district councils are responsible for all matters whose significance does not extend significantly beyond the district (Section 37 (1) GO NW). This does not affect matters that are reserved for decision by the council or the committees on the basis of statutory provisions, as well as matters of city-wide importance and ongoing administrative business. The district councils fulfill the tasks assigned to them within the framework of the budget funds provided by the council; they should be able to decide alone on the use of part of these budget funds. In doing so, they must take into account the interests of the city as a whole and the general guidelines issued by the Council. Council resolutions relating to urban development planning and the associated sectoral and divisional plans for the city as a whole (e.g. land use plans, landscape plans, sports facility and swimming pool master plans, kindergarten and children's playground requirement plans) are also deemed to be guidelines.
- In accordance with paragraph 1, the district councils decide in particular on the following matters:
- Planning, structural design, maintenance, repair and equipment of schools located in the borough whose school district or catchment area is wholly or predominantly in the borough, children's playgrounds, kindergartens, playhouses, football pitches, day-care facilities, youth leisure facilities, Sports halls and sports grounds (with the exception of Sportpark Nord, Sportpark Pennenfeld and Hardtberghalle), swimming pools, day care centers for the elderly, branches of the Adult Education Centers, the municipal library and the music school, cemeteries and volunteer fire department equipment sheds, unless they are measures to maintain the substance, avert danger or procure replacements,
- Planning and design of pedestrian areas in the borough, including the selection and location of works of art,
- determining the location for the installation of works of art, monuments, wayside shrines, memorial plaques , etc. of district significance as well as the restoration of the aforementioned objects, unless they are minor repairs,
- Cultural affairs of the borough,
- Matters relating to the protection of monuments of district importance and the maintenance of the townscape,
- Planning, design and repair of green spaces and parks, including play areas and roadside greenery, insofar as these are measures of district importance.
- Planning, new construction, extension and conversion as well as maintenance and repair of streets, paths and squares of district importance, including street lighting, insofar as this does not relate to the duty to ensure road safety, as well as decisions on the sequence of work,
- Planning, construction of footpaths, cycle paths and hiking trails of district importance and deciding on the sequence of work,
- Planning, construction, maintenance and repair of measures to improve the residential environment (excluding public meeting places) and traffic calming, unless neighboring districts are directly affected or burdened,
- Planning of hydraulic engineering measures,
- Installation of traffic signal systems in the borough,
- Changes to traffic routing, traffic calming measures and traffic safety issues including school route safety,
- Awarding of supplies and services in accordance with the procurement regulations within the scope of decision-making rights,
- Supervision and granting of subsidies and grants to support the work of local choral and instrumental societies, local committees and other local clubs, associations and initiatives (with the exception of sports clubs),
- Organizing events for the preservation of local history and customs in the borough,
- Implementation and promotion of measures within the framework of existing town twinning and town friendships,
- Organization of weekly markets, fairs and other public festivals as well as special events in the borough,
- Information, documentation and representation in matters relating to the borough,
- Principles and concepts for the equipment of pedestrian zones and for the installation of advertising spaces, advertising pillars and bus shelters with advertising spaces on public streets, paths and squares in the borough,
- Naming and renaming of municipal schools, streets, paths and squares, sports halls and courts as well as other public facilities on the basis of a naming list adopted by the Council; if the district councils wish to deviate from this, they decide on a corresponding recommendation to the main committee,
- Election of arbitrators; if an arbitration district lies within the remit of two district councils, the main committee decides after consultation with the respective district councils if they have cast different votes,
- Suggestions and complaints pursuant to Section 24 GO NW, insofar as the decision-making powers of the district councils are affected,
- Residents' applications in accordance with § 25 Para. 8 GO NW and citizens' petitions in accordance with § 26 Para. 9 GO NW.
- Permission to fell private trees with a trunk circumference of more than 200 cm and intended felling of municipal trees with a trunk circumference of more than 100 cm, measured from a height of 1 m from the ground.
§ 8: Recommendation rights of the district councils
The district councils make recommendations to the council or the main committee in the following matters:
- Dealing with suggestions and concerns as well as proposing the resolution to approve development plans and project and development plans; the recommendation is made to the Council; if this requires a new public consultation, the recommendation is made to the Committee for Ecological and Social Urban and Transport Planning,
- Designation and demarcation of districts in the borough,
- in the cases of § 7 para. 2 letter u 2nd half-sentence.
§ Section 9: Consultation rights of the district councils
The district councils must be consulted on the following matters before resolutions are passed by the council or the committee authorized to make decisions, insofar as these relate to the area of their district:
- Changes to borough boundaries
- Creation of new local law, insofar as this affects the interests of the borough to a particular extent over and above the interests of other boroughs,
- budgeting of funds made available to the district councils for the tasks assigned to them in accordance with § 7 for independent decision-making or by council resolution (rules of competence),
- Estimation of budget funds for investment projects in the borough,
- planning, significant modification or closure of public facilities - with the exception of in-house operations,
- urban development concept as a basis for the subsequent preparation of development plans,
- Decisions on the disclosure of development plans,
- Treatment of demolition applications if the historic townscape could be impaired,
- Determination and modification of landscape protection and nature conservation areas,
- demarcation of school districts,
- administrative plans that deviate from the stipulations in the framework plans adopted by the council,
- Delimitation of arbitration districts and proposals for the election of lay judges from the borough,
- Transfer of tasks to the independent youth welfare associations in the borough,
- Assignment of tasks to the independent social welfare organizations in the municipal district,
- Selection of the branch manager of the Adult Education Center in the borough,
- Personnel matters relating to the management of the district administration offices,
- Amendment of the land use plan,
In addition, the district councils must be consulted on public relations measures relating to the district.
§ 10: Obligation to comment
At the request of the Council, a committee or the Mayor of Bonn, the district councils shall also comment on matters concerning their district that are not listed in § 9.
§ Section 11: Rights of the district councils to make proposals and suggestions
The district councils can submit proposals and suggestions to the council, a committee or, in the case of ongoing administrative matters, to the Mayor of Bonn.
§ Section 12: Participation in the deliberations of the Council and the committees
In the case of deliberations by the Council or a committee on matters that are based on a proposal or suggestion pursuant to § 11 or on which the district council has expressed an opinion pursuant to §§ 9 and 10, the head of the district council or his/her deputy shall have the right to participate in the deliberations.
§ 13: Participation in meetings of the district councils
The Mayor of Bonn is entitled and, at the request of a district council, obliged to attend meetings of the district council. He or she may be represented by an alderman or another senior official to be appointed by him or her.
§ 14: District administrative offices
- In the city districts of Bonn, Bad Godesberg, Beuel and Hardtberg, district administration offices are set up as part of the overall administration, which deal with the business of the district representations and act as citizens' advice centers and in which the administrative business that is to be carried out locally in the interests of the population is carried out, insofar as this is not already carried out by central offices existing in the city district or easily accessible from the city district.
- The Mayor of Bonn shall issue more detailed provisions on the organization and tasks of the district administrative offices by way of a service directive.
Article II
The Articles of Association enter into force one day after the announcement.

The above statutes are hereby published.
It is pointed out that a violation of procedural and formal regulations of the municipal code for the state of North Rhine-Westphalia (GO NW) in the creation of these bylaws can no longer be asserted after the expiry of one year since this announcement, unless
a prescribed approval is missing or a prescribed notification procedure has not been carried out,
these Articles of Association have not been duly published,
the Mayor of Bonn has previously objected to the resolution on the articles of association or
the formal or procedural defect has been notified to the city in advance, stating the violated legal provision and the fact that reveals the defect.
