Development plan no. 6622-3, Viktoriakarree

At its meeting on March 20, 2025, the Bonn City Council resolved to draw up and publish development plan no. 6622-3, Viktoriakarree and at the same time to draw up and publish development plan 7822-22, Rathausgasse for the purpose of repealing it.

The approx. 1.5-hectare plan area is located in the Bonn district, in the south-eastern part of Bonn-Zentrum.

The area covered by the development plan is bordered to the north by Rathausgasse, to the east by Belderbergstrasse (B9), to the south by Franziskanerstraße and to the west by Stockenstraße.

The plan area includes the former Viktoriabad swimming pool and the city museum, which have an impact on the appearance of the town as landmark buildings. The Viktoriabad was closed in May 2010.

The inner area of the block is mainly characterized by parking spaces and their access roads as well as scattered green structures.

The legally valid development plan no. 7822-22 from September 11, 1964 currently applies to the plan area. The planning regulations no longer correspond to the urban development objectives for this area. Development plan no. 6622-3 is therefore being drawn up with the simultaneous revocation of development plan no. 7822-22.

The Viktoriakarree is to be upgraded as a mixed-use urban quarter consisting of retail, science, education, services and housing. In the public interest, this is intended to contribute to the revitalization of the southern city centre in the vicinity of the historic town hall and the University of Bonn.

The urban development concept envisages, among other things, that the new alleyway, which follows the course of the historic Franziskanergasse, will divide the building block into two areas. With the exception of the existing city museum, the building at Rathausgasse 14 and the Viktoriabad, the existing buildings are to be retained in the existing block structure. The western perimeter block development is to be used in particular for retail, restaurants and inner-city living, while cultural and educational facilities are planned for the eastern area.

In June 2021, Bonn City Council passed a resolution in principle on how to proceed. Among other things, this provides for the area to the east of the planned alley to be used for university purposes. The structural concept was modified in favour of this change of use so that the Forum of Knowledge can now be realized.

The implementation of the plans is being prepared through the redrafting of development plan no. 6622-3. Interventions in the existing and usage structure of the other private properties located in the area covered by the development plan should not necessarily take place. As these buildings form the building block surrounding the plan area, they are nevertheless included in the plan area. In addition, their inclusion in the development plan serves to safeguard the existing buildings, which was frequently requested in the citizens' workshop and in the owner survey.

Public participation

At its meeting on March 20, 2025, the Bonn City Council resolved to draw up and publish development plan no. 6622-3, Viktoriakarree, with simultaneous drawing up and publication for the purpose of revoking development plan 7822-22, Rathausgasse in the Bonn district of Bonn-Zentrum for an area between Belderberg, Franziskanerstraße, Stockenstraße and Rathausgasse.

The publication of the development plans and the associated explanatory statement will take place

from April 10, 2025 up to and including May 11, 2025.

Note:

Two expert reports published as part of this publication of the draft development plan are not yet available in their respective final versions.

On the one hand, a draft of a noise report from February 2023 is published, which forms the basis for the noise protection regulations. This report is currently being adapted due to outdated traffic data. The result will only be available after the publication period of the draft plan. The necessary traffic data was collected in November 2024 and has already been taken into account in this traffic report for the development plan, the plan content and the explanatory memorandum. The planning stipulations in the draft legal plan published here were derived from the results of the previous acoustic report; the determination of the noise level ranges in accordance with DIN 4109 on the basis of free sound propagation was adjusted so that in some cases stricter requirements for the exterior components are stipulated than are likely to be necessary. This is already mitigated by the opening clause that lower requirements are permissible if this can be verified by an expert in the building permit procedure, so that requirements in quiet areas in the sound shadow of other buildings can be lower and cheaper components can also be used there, for example. The corresponding text passages in the explanatory statement are still based on the previous expert opinion. For this reason, the explanatory memorandum and the legal plan of this submission are not exactly coordinated in this point. Once the final report on the acoustic report is available, the stipulations on the noise level ranges will be adjusted so that less stringent requirements for the exterior components can presumably become part of the development plan by means of editorial changes to the planning stipulations and the explanatory memorandum.

On the other hand, it has not yet been possible to determine the facts to assess the possibility of interference with the soil, meaning that a final statement from the LVR Office for the Preservation of Monuments in the Rhineland is not yet available. This will be completed in April 2025 by a specialist company commissioned by the city. The result will also not be available until after the publication period of the draft plan.

It is currently assumed that the interventions in the ground caused by the construction of basement levels are possible, even taking into account the ground monuments, as significant parts of the planning area are already disturbed by underground structures and the existing buildings. Therefore, no restrictions were placed on this in the draft development plan, but the reference to the possible presence of ground monuments was included in the development plan and the resulting instructions for action under the NRW Monument Protection Act.

Should findings emerge during the investigation of the facts that make it necessary to restrict underground structures or other measures, it may be possible to react by amending the planning regulations accordingly in advance of the resolution on the statutes.
