Council decides to develop a concept for foreigners authority

On August 29, 2024, the Bonn City Council decided to develop a concept and various immediate measures to prepare the Foreigners' Registration Office for the future.

The Foreigners' Registration Office has been facing various challenges for a number of years. For example, the number of people requiring assistance from the Foreigners' Registration Office has risen continuously. While around 16,000 people with temporary residence permits from countries outside the EU were registered during the refugee migration in 2016, this figure will rise to almost 33,000 people in 2024. Despite advancing digitalization, processes have not become shorter at the same time due to legal requirements. In addition, immigration regulations are generally becoming more complex with every update to legislation. All of this has led to a chronic overload at the Immigration Office.

The city administration will therefore draw up and implement a comprehensive concept to ensure that the Foreigners' Registration Office is permanently positioned to meet the challenges with the clear objectives of customer orientation and employee retention. A transformation process with external specialist support will determine how these goals can be achieved. To ensure that the situation described above does not deteriorate further, immediate measures include a permanent advertisement for vacancies with regular fixed dates for job interviews at short intervals in order to fill vacancies more quickly. The induction and post-qualification of new employees should be professionalized and a new "Training & Studies Team" should be set up as a central point of contact for international students and future specialists.
