At its meeting on July 14, 1976, the Bonn City Council passed the following ordinance on the basis of Section 51 (1) of the Passenger Transport Act (PBefG) of March 21, 1961 (Federal Law Gazette I p. 241) in the currently valid version in conjunction with Section 3 of the Ordinance on the Authorization to Issue Ordinances under the Passenger Transport Act (PBefG) of December 14, 1965 (GV. NW. p. 376/ SGV. NW. 92):
§ 1: Scope of application
(1) For the transportation of passengers with cabs licensed in the city of Bonn, the area of the Rhein-Sieg district, the Erft district, the city of Cologne, the Rheinisch-Bergisch district, the districts of Neuwied, Ahrweiler and Euskirchen shall be defined as the compulsory driving area beyond the city of Bonn.
(2) Transportation that crosses the border of the compulsory travel area shall be subject to the transportation charges of this ordinance for the entire route, unless a free agreement on the fare is reached in accordance with § 37 (3) of the Ordinance on the Operation of Motor Vehicles in Passenger Transport (BOKraft).
(3) If, during transportation to a destination within the compulsory travel area, the passenger places an order for transportation to a destination outside the compulsory travel area, the transportation shall continue to be subject to the charges of this Ordinance, unless a free agreement on the fare pursuant to Section 37 (3) BOKraft is concluded from this point in time.
(4) In the cases of paragraphs 2 and 3, the driver must inform the passenger before the start of the journey or change of destination that the fare for the entire journey is to be freely agreed.
§ 2: Transportation charges
(1) The transportation charges for compulsory journeys are as follows
a) | a basic fare of EUR 3.60 including the first distance of 28.57 m or the first waiting time of 11.39 seconds, |
b) |
up to the 1st km for each additional distance of 28.57 m 0.10 Euro (fare for the 1st km 3.50 Euro), from the 2nd km on working days between 6 a.m. and 10 p.m. for each additional distance of 47.39 m 0.10 euros (fare from the 2nd km on working days between 6 a.m. and 10 p.m. 2.11 euros/km), from the 2nd km on weekdays from 10 p.m. to 6 a.m. and on Sundays and public holidays, for each additional distance of 45.25 m 0.10 euros (fare from the 2nd km on weekdays from 10 p.m. to 6 a.m. 2.21 euros/km) |
c) |
for waiting times: From the 1st minute of waiting time for each waiting time of 11.39 seconds 0.10 euros (31.60 euros per hour). The waiting time starts at 0 seconds each time the vehicle starts or continues its journey after a stop. |
(2) The transportation of guide dogs is free of charge.
§ 3: Journeys and waiting times
(1) Journeys within the city of Bonn shall be free of charge.
(2) If a journey does not take place after the order has been placed for reasons for which the customer is responsible, double the basic price shall be payable if a journey to the place of order has taken place within the city area of Bonn.
(3) Waiting times are all stoppages of a cab after it has been used, unless the stoppage was caused by
- the driver,
- a technical defect in the vehicle
- accident involving the vehicle,
- assistance in accordance with § 323c of the Criminal Code,
- police checks
was caused.
4) The driver of a cab is not obliged to wait longer than 30 minutes.
§ 4: Fare displays
(1) Journeys for which a fare is to be charged in accordance with this regulation may only be commenced with a properly functioning fare display.
(2) If the fare indicator malfunctions during such a journey, the fare shall be calculated at EUR 0.70 per kilometer driven for the remainder of the journey. The distance determined by the odometer (§ 57 Road Traffic Licensing Regulations) shall be used as a basis.
(3) The fare display must be switched on after the passenger has boarded the vehicle. When traveling to an order location within the Bonn city area, the fare display may be switched on at the earliest after arrival and after notification of the customer.
(4) Otherwise, all charges for journeys within the compulsory travel area must be shown on the fare display.
§ 5: Payment of the transportation charge
(1) Taxi drivers are entitled to demand an advance payment up to the amount of the expected fare.
(2) Cashless payment by credit or debit card must be accepted in every cab. Entrepreneurs must guarantee the acceptance of at least two different credit cards commonly used in business transactions. The obligation to accept payment does not apply if passengers cannot prove their identity by presenting an identity document at the driver's request. Passengers may not be transported by cab if a functioning billing system or billing device is not available.
(3) Upon request, drivers must issue passengers with a receipt for the transportation charge to be paid. This must contain the following information:
- Name and address of the company
- Permit number
- route
- transportation charge
- tax rate
- date
- Signature of cab driver
§ 6: Carrying the tariff
A copy of this regulation must be carried in every cab and handed to the passenger for inspection on request.
§ 7: Special agreements
(1) Special agreements for the compulsory travel area are only permitted in accordance with Section 51 (2) of the Passenger Transportation Act. Prior to their introduction, they must be submitted to the City of Bonn - Bürgerdienste/Straßenverkehrsamt - Verkehrslenkung und -regelung - for approval.
(2) Agreements concluded before January 1, 1992 remain unaffected by this regulation; however, they must be submitted to the City of Bonn - Citizens' Services/Road Traffic Office - Traffic Control and Regulation - for information.
§ 8: Administrative offenses
Violations of this ordinance may be punished as administrative offenses in accordance with Section 61 of the Passenger Transportation Act.
§ 9: Entry into force
This ordinance shall enter into force on August 15, 1976. The ordinance of April 6, 1973 shall expire at the same time.
