At its meeting on March 17, 2022, the City Council of Bonn adopted the following house and usage regulations for the sports facilities of the City of Bonn:

1. purpose; scope of application
1.1 The house and usage regulations serve to ensure safety, order and cleanliness in and on the municipal sports facilities and apply to all users and visitors.
1.2 Visitors and users of the sports facility recognize the provisions of these house and usage regulations as binding. They undertake to comply with all instructions corresponding to this purpose.
1.3 These house and usage regulations do not apply to the swimming pools and teaching pools of the City of Bonn. The house and bathing regulations for the baths apply there.
2. use of sports facilities
2.1 Hours of use
The usage times of the city's sports facilities are regulated in the usage time regulations of the City of Bonn. The City of Bonn may temporarily restrict or discontinue use in general or in certain sports facilities. No claims can be asserted as a result. Booking times for schools and clubs are determined via allocations by the booking management in the Sports and Baths Department of the City of Bonn.
2.2 Sports halls
2.2.1 Applications for the use of sports halls for sporting purposes must be submitted to the Sports Administration. The use approved by the sports administration also includes changing rooms and showers and is documented in an occupancy plan, which can be viewed on the homepage of the City of Bonn. At the end of the authorized use, the sports facility must be vacated immediately. Use of the sports halls for non-sporting purposes must be applied for at the Municipal Building Management. The rental regulations for temporary rentals of properties used for school purposes/city schools and municipal sports and multi-purpose halls apply.
2.2.2 The sports halls may only be entered and used under the supervision of a responsible person who is solely responsible for compliance with the provisions of these house and usage regulations. Minors may be appointed as responsible representatives if they have been formally appointed by the club board, are at least 16 years old, have the necessary personal and professional maturity and have the consent of their legal guardians.
2.2.3 Before use, the responsible person must check that the sports hall is tidy and clean. Any defects or damage that exist or occur during use must be reported immediately to the caretaker/hall attendant or the office responsible for allocating the equipment.
2.2.4 Equipment room doors must be visually inspected for safety defects before each use. The so-called "visual inspections" must be carried out by the person responsible. This applies in particular to defects and damage that are immediately recognizable even to laypersons. Damage must be reported immediately to the caretaker/hall attendant. Damaged gates may no longer be used. Equipment room gates may not be operated by children and young people unless they are a young person who has been appointed as a responsible person by the club in accordance with section 2.2.2.

2.2.5 There is no entitlement to the use of a specific sports facility at a specific time.
2.2.6 Permission to use a sports facility may be subject to conditions and may be revoked at any time.
2.2.7 Changing rooms may not be entered with soiled shoes. Shower and washrooms must be entered without shoes.
2.2.8 The facilities may only be used with suitable footwear.
2.3 Outdoor sports facilities
2.3.1 Schools, clubs or other user groups can apply to the sports administration for the use of the outdoor sports facilities for school sports, training and games as well as for events. The times of use for club and school sports are regulated by an occupancy plan.
2.3.2 Open and freely accessible outdoor sports facilities - with the exception of natural grass pitches - can be used by anyone for games and sports, provided they are not occupied by club and school sports.
2.3.3 Football clubs are obliged to properly chain up mobile goals after use.
2.3.4 Artificial and natural grass pitches may not be used for shot put, discus or hammer throwing, not even for practice purposes. Javelin throwing is not permitted on artificial turf pitches. Exceptions may be permitted upon justified request.
2.3.5 Driving on the sports fields with vehicles of any kind is prohibited.
2.3.6 Changing rooms may not be entered with soiled shoes. Shower and washrooms are to be entered without shoes.
2.3.7 The outside doors of the changing rooms and changing rooms must be locked during

3. use of the sports equipment
3.1 The available sports equipment may only be used for sporting purposes. They are equally available to all users.
3.2 The sports equipment must be checked for damage before use. Damaged equipment may not be used. If defects occur, use must be discontinued immediately. Defects must be reported to the sports administration immediately by telephone or in writing.
3.3 Sports equipment must be transported using the devices provided for this purpose in such a way that any damage is avoided.
3.4 The equipment may only be properly adjusted under the supervision of the authorized person.
3.5 After use, the equipment must be returned to its location. Parallel bars, gymnastics horses and gymnastics trestles are to be placed in a low position, parallel bars and other devices are to be relaxed, and the wheels of mobile equipment are to be put out of operation.
3.6 User-owned equipment may be stored and set up in the sports facilities. The prerequisite is that there is sufficient space and room to set up/store the equipment and that all rescue/escape routes are kept clear. The storage and location of the equipment must be agreed with the caretaker/hall attendant. The administration is not liable for damage or theft.
4. behavior
4.1 Users and visitors must behave in the sports facilities in such a way that no other persons are endangered, harmed or harassed.
4.2 Users and visitors are obliged to treat the sports facilities with care, maintain cleanliness and leave them in an orderly manner. Users shall bear the costs of special cleaning if this becomes necessary due to improper use of the sports facility. The use of adhesives is generally prohibited. The sports administration decides on exceptions in consultation with the municipal building management.
4.3 User groups using sports halls and changing rooms at sports facilities with key responsibility must lock all windows, turn off the water consumption points and switch off the lights after use. The sports hall/changing room building must be properly locked; all external doors must be checked.
4.4 Sports activities in the sports halls must be carried out with clean, non-staining sports shoes.
4.5 Smoking is prohibited in all sports halls, changing rooms and on the entire sports grounds.
4.6 The serving of food and non-alcoholic drinks is not permitted under commercial law. If clubs serve alcohol commercially, e.g. at parties and events, i.e. above cost price, they require a permit in accordance with the German Catering Act (GastG).
4.7 Vehicles of all kinds may only be moved and parked on the paths and spaces provided for this purpose. There is no entitlement to parking space.
4.8 Animals may not enter the sports halls and sports areas. Dogs must be kept on a leash in the spectator area of the outdoor sports facility.
4.9 The provisions of the NRW State Immission Control Act and the Sports Facilities Noise Protection Ordinance must be complied with.
5. liability
5.1 Users shall be liable to the City of Bonn, its employees and agents within the scope of statutory liability provisions for all damages incurred by the City of Bonn, its employees or agents as a result of use. This does not apply if the respective user is not at fault with regard to the occurrence of the damage.
5.2 If third parties justifiably assert claims for damages against the City of Bonn, its employees or agents as a result of the use, the users are obliged to indemnify the City of Bonn, its employees or agents financially against these claims in the internal relationship. This obligation does not apply if the respective user is not at fault for the occurrence of the damage.

5.3 The City of Bonn is liable to users and third parties for damages resulting from injury to life, limb or health within the scope of the statutory liability provisions. The City of Bonn shall only be liable to users and third parties for other damages if they are caused by intentional or grossly negligent actions of its employees or agents. This does not affect the liability of the City of Bonn as landowner for the safe structural condition of buildings in accordance with Section 836 BGB.
5.4 Users undertake to take out liability insurance for events that covers the aforementioned risks. The insurance policy must be presented upon request.
6. found objects
The statutory provisions on lost property apply.
7. access for employees of the sports administration
The employees of the sports administration are authorized to enter the sports facilities free of charge at any time, including during practices and events. They are to be admitted upon presentation of appropriate identification; they are to be provided with any information requested.
8. supervision and domiciliary rights
8.1 The representatives of the City of Bonn shall ensure that the provisions of these house and usage regulations are complied with. Their instructions must therefore be followed.
8.2 The responsible persons appointed by the clubs shall ensure that the members of their groups observe the rules of the house and usage regulations. Should this not be possible in individual cases, the person responsible must contact the relevant representative of the City of Bonn.
8.3 The representatives of the City of Bonn (e.g. janitors, hall or court attendants) are authorized to expel persons who violate the house and usage regulations and do not follow the instructions given from the sports facility. The same right also applies to persons in accordance with 8.2 in the absence and unavailability of the authorized persons, provided that the misconduct is obvious and of some significance. If such a request is not complied with, the filing of criminal charges must be expected.
8.4 In the event of gross violations or repeated disregard of instructions, the City of Bonn may issue a ban from the premises.
9. advertising
The guidelines for advertising at Bonn sports facilities must be observed.
10. entry into force
These house and usage regulations come into force on April 1, 2022. At the same time, the previously applicable house and usage regulations for the sports facilities in the city of Bonn shall cease to apply.
