Preliminary remark
The German Social Code VIII (§ 14 SGB VIII) and the third implementation law of the state of North Rhine-Westphalia (§ 14 3. AG-KJHG - KJFöG) oblige local authorities to provide young people and legal guardians with educational child and youth protection services. These measures are intended to enable young people to protect themselves from harmful influences. In addition, the measures are also intended to better enable parents and other legal guardians to protect children and young people from harmful influences. The Office for Children, Youth and Family of the City of Bonn focuses on the prevention of violence and thus implements the recommendations of the Philipps University of Marburg for the city-wide prevention of violence in Bonn.
The city-wide violence prevention work focuses on protecting young people from violence and formulates a common definition of the concept of violence: "Violence is the deliberate threat or execution of an injury to physical integrity, a serious psychological injury or the systematic exclusion of individuals or certain groups from social participation against the will of those affected."
The Committee for Children, Youth and Family of the City of Bonn issues these guidelines on the basis of the aforementioned laws after detailed consultation with the independent youth welfare organizations. The City of Bonn regards children, young people and families as a decisive potential for its future viability. In this sense, these guidelines serve to strengthen the profile of the City of Bonn as a child-friendly city.
These guidelines are intended to
- reliably regulate the cooperation between independent and public youth welfare organizations for the benefit of young people and their families as well as the financial support of independent youth welfare organizations, their services and events while maintaining their independence,
- define criteria and standards for the quality of the measures and events offered in accordance with Section 79a SGB VIII,
- contribute to ensuring that young people in Bonn can grow up free of violence.
1. general
The following general regulations apply to all funding under these guidelines, unless the specific provisions provide otherwise. Financial support is only granted within the framework of the funds available in the budget. Funding for a measure is only possible in accordance with one section of these guidelines. Simultaneous funding under the guidelines for the promotion of youth work - measures and purchases is excluded.
Each applicant organization or institution (hereinafter referred to as the applicant) is obliged to inform the participants and their legal guardians of the municipal services in the event of funding. Corresponding information must also appear in all publications in connection with funded measures, events or purchases. Failure to comply with this obligation to provide information entitles the City of Bonn to reduce or reclaim funding.
In order to gain an impression from an educational perspective, representatives of the Office for Children, Youth and Family are entitled to visit subsidized offers. For this purpose, appointments are usually arranged in advance with the applicant. By applying for municipal funding in accordance with these funding guidelines, the applicant also documents their agreement to the visiting rights of the municipal representatives. The exercise of domiciliary rights remains unaffected by this.
1.1 Authorized applicants
Municipal grants are awarded to independent youth welfare organizations, associations and schools that regularly offer activities in Bonn for young people (aged 3 to 26) living in Bonn. Commercial service providers (e.g. GmbH, AG, GbR) are excluded from funding.
City-run facilities can report their requirements in the same way and are subject to the same assessment criteria. Financial support can be provided from the violence prevention budget.
1.1.1 Independent youth welfare organizations
All independent youth welfare organizations recognized in accordance with Section 75 SGB VIII in conjunction with Section 25 of the First Act on the Implementation of the Child and Youth Welfare Act (AG-KJHG) are eligible to apply.
1.1.2 Schools
Funding is available for schools, provided that the programs to be funded are fundamentally worthy of funding within the meaning of these guidelines.
1.1.3 Other organizations
Other youth groups, associations and organizations that are not recognized providers of independent youth welfare are also eligible for funding, provided that the offers to be funded are generally eligible for funding within the meaning of these guidelines.
1.2 Eligibility
1.2.1
Funding is provided for measures to prevent violence against young people (Section 4.1.1), measures to qualify people who supervise, care for, educate or train young people on a full-time or voluntary basis (hereinafter referred to collectively as professionals) to deal with violence (Section 4.1.2), the development of an institution-specific concept for the prevention of violence (Section 4.1.3) and the purchase of materials for prevention work (Section 4.1.4).
1.2.2
Funding requires that the principles of SGB VIII are taken into account.
1.2.3
Funding is provided for prevention measures that are carried out by suitable personnel. They should have basic knowledge of (sexualized) violence, perpetrator strategies, dynamics in group processes and be trained in dealing with victims. Qualifications are checked by the Violence Prevention Unit when the application is submitted.
1.2.4
The prerequisite for funding is the guarantee of child protection in accordance with § 72a SGB VIII by concluding an agreement with the Office for Children, Youth and Family of the Federal City of Bonn. For applicants from neighboring youth welfare office districts, proof that a corresponding agreement has been concluded with their local youth welfare office is sufficient. It is not necessary for schools to conclude a child protection agreement.
1.2.5
Funding requires that the overall funding is secured and that there is no overfunding due to the funding from the Office for Children, Youth and Family Affairs.
1.2.6
Only reasonable expenses that are directly related to the funding applied for will be considered for funding.
1.2.7
When determining the eligible costs, work performed as part of civic engagement must be taken into account as notional expenditure. For each hour of voluntary work, 15 euros can be recognized. A higher amount per hour of work can be recognized for work that requires special professional qualifications. Work performed by persons who are employed by the applicant cannot be taken into account. The amount of the notional expenditure for civic engagement may not exceed 20 percent of the total eligible expenditure.
Simple time sheets must be prepared as proof of the hours worked, which must be signed by the volunteer. They must include the name of the volunteer, date, duration and type of service. They must be countersigned by the head of the program.
1.3 Exclusion of funding
Funding is excluded if the provisions of these funding guidelines have not been complied with, in particular if the measure applied for contradicts the quality characteristics of violence prevention in accordance with Section 4 ff.
Subsequent funding of measures and events that have already begun or been completed, as well as purchases that have already been made, is only possible if there is an unforeseeable and unavoidable reason or if this would make it more difficult for the applicant to continue their prevention work for a longer period of time.
2. application procedure
2.1 Application
Funding must be applied for in writing before the start of a measure, event or purchase. If anything is unclear, the Office for Children, Youth and Family offers advice. Applications must be signed by the responsible manager of the measure/event and a responsible representative of the sponsor or organizer.
Required application documents:
- Formal application (application form)
- Concept, description of measures, program description
- Cost breakdown/financing plan
- Overview of expected income (including possible subsidies from other bodies)
It is recommended that applications are submitted as early as possible before the start of the measure (at least 30 days) so that the application can be reviewed and a decision made on eligibility for funding before the measure begins.
Any necessary advance payment must be applied for in writing at least 30 days before the start of the planned measure, enclosing all necessary documents. Application deadlines of other grant providers remain unaffected.
The application as such does not constitute an entitlement to a grant for the respective measure, event or purchase. Grants are approved by written notification. The funding is limited and is only available to the extent of the budget funds provided.
The applicant receives a notification based on the information provided in the application. After completion of the respective measure, submission of the proof of use and verification of the use of funds, the amount of funding may be changed. In this case, an amendment notice will be issued. The Office for Children, Youth and Family, Violence Prevention Unit (opens in a new tab) must be informed of any changes to the basis for the approval of the measure as soon as they become known.
2.2 Funding level
The City of Bonn attaches particular importance to growing up without violence and developing an urban society without violence.
In order to create special incentives to offer appropriate measures for young people as low-threshold as possible, up to 100 percent of the proven, eligible costs are subsidized for measures aimed directly at young people. Measures for legal guardians are funded as part of a measure for young people. The Committee for Children, Youth and Family decides on grants of more than 10,000 euros per year.
In the case of measures for multipliers and specialist training, up to 100% of the proven, eligible costs are subsidized.
The development of an institution-specific concept for the prevention of violence is subsidized up to 100% of the proven, eligible costs. The following can be funded:
- Fees for external support
- Material costs
Funding for materials for the implementation of measures to prevent violence is provided up to a maximum funding amount of EUR 800 per year and applicant organization or institution.
Only reasonable expenses that are directly related to the measure or purchase applied for will be considered for funding.
3. billing modalities
3.1 Proof of use/auditing law
The financial support is settled by means of a proof of use, which must be submitted by the applicant to the Office for Children, Youth and Family after completion of the measure.
The proof of use submitted must be signed by the responsible manager of the measure and a responsible representative of the provider, i.e. by two different persons. This also applies if the management is authorized to sign on behalf of the applicant.
The following documents must be submitted no later than 60 days after implementation of the measure as proof of use on the basis of the template provided:
- Declaration of the program carried out
- Number of participants
- List of receipts for the costs of the measure
- Evaluation of the measure
It is not initially necessary to submit receipts for cash expenditure. Only an overview of the receipts (list of receipts) must be enclosed. However, the City of Bonn reserves the right to check individual measures on a random basis according to risk-oriented aspects. For this purpose, all receipts for income and expenditure will be requested and checked both factually and arithmetically. Missing invoices or original receipts can lead to a partial or full reclaim of the financial support.
We also reserve the right to raise any objections as a result of subsequent audits by the City of Bonn's Audit Office and/or the State Court of Auditors.
In the case of municipal grants, the original receipts for all cash receipts and expenditure claimed must be kept for 5 years. The period begins on the first day of the year following the year in which the measure was carried out.
If third-party grants are used, longer retention periods remain unaffected by this.
The approval notice is issued on the condition that the City of Bonn is granted a comprehensive right of review. Accordingly, the City of Bonn, as the grantor, is entitled to request books, receipts and other business documents for examination and to examine or have examined the use of the grant by inspecting the books and other business documents on site.
The recipient of the grant must keep the necessary documents available, provide them and hand them over for inspection upon request and provide the requested information.
3.2 Withdrawal/revocation of the approval notice, obligation to reimburse the grant/advance payment, grounds for refusal
3.2.1 Withdrawal/revocation of the approval notice
The decision to approve funding can be withdrawn/revoked if
- the provisions of these funding guidelines are not complied with
- the funding was granted on the basis of incorrect information,
- applicable child and youth protection regulations have been violated,
- it is established that a funded measure has been overfinanced by municipal funds, as it is not permitted to build up reserves from municipal funds. If funding is granted over a longer period of time, the notice of approval can be withdrawn/revoked if the basis for granting the subsidy no longer applies in whole or in part,
- the original receipts are not available during the random check,
- the implementation of the measure has been abandoned,
- no proper proof of use has been submitted within the specified period despite a request to do so.
3.2.2 Obligation to reimburse the grant/advance payment
The Office for Children, Youth and Family is entitled to reclaim all or part of the grant awarded if at least one of the following circumstances applies:
- The grant notice has been withdrawn/revoked.
- The original receipts are not available during the random check.
- Implementation of the measure, event or procurement has been abandoned or postponed for more than 90 days.
- No proper proof of use was submitted within the specified period despite a request to do so.
- Requirements or conditions contained in the approval notice were not fulfilled.
- The provisions of these funding guidelines were not complied with.
- The grants have not been spent as intended.
- It is subsequently established that the funding requirements for the measure, event or procurement were not met.
- In the case of funding for prevention material, a change of purpose occurs before the earmarking period expires.
For reasons of administrative simplification, a refund of up to EUR 20 will not be claimed back. The claim for reimbursement established in the event of a reclaim of the subsidy is directed against the organization entitled to apply (see Section 1.1). Interest of 3 percent above the prime rate of the European Central Bank must be paid annually on any grant to be reimbursed.
3.2.3 Reasons for refusal
Grossly negligent or intentional unlawful acts or omissions in connection with the application for funding under these guidelines entitle the City of Bonn to exclude the applicant and/or the sponsor from future funding.
4. measures to prevent violence
Violence prevention measures are understood as primary and secondary stages of intervention aimed at preventing unwanted, violent behavior. Primary violence prevention begins before violence occurs. It aims to create the conditions that prevent violent attitudes and behavior from developing in the first place. Secondary prevention of violence is early detection and intervention. It refers to measures in current situations of violence and conflict and aims to change behavior and attitudes.
Violence prevention measures are mainly aimed directly at the target group of young people (children, adolescents and young adults up to the age of 26) or indirectly via, for example, training courses for educational professionals and by promoting concept development at facilities and institutions.
The applicant undertakes to evaluate and document all funded measures and purchases vis-à-vis the City of Bonn.
4.1 Funding positions
4.1.1 Prevention measures for young people up to and including the age of 26
The funded measure must primarily meet the objective of primary and secondary prevention of violence, which is described in detail in the planning of the measure. Up to 1/3 of the total time can be used for planning the funded measures with the involvement of specialists and/or legal guardians. The remaining 2/3 of the total time is to be used with the target group.
Funding is provided for groups of at least six young people. Measures lasting six hours or more are eligible for funding.
Measures listed in the online database "Grüne Liste Prävention" are eligible for funding regardless of the effectiveness level. (The online database "Grüne Liste Prävention" of the Lower Saxony Prevention Council provides an overview of the available prevention programs in Germany. In the database, evaluated prevention programs are grouped according to the significance of the respective evaluation studies. The programs can be researched according to their area of application (e.g. school, Kita), target groups, objectives (prevention of violence or addiction, etc.) and the risk and protective factors on which they have an impact).
Measures not included in the "Green List Prevention" online database will be funded if they meet the quality criteria listed in the appendix. These are based on the guidelines for effective prevention programs in the "Grüne Liste Prävention" online database.
4.1.2 Training of professionals
Both the implementation of training measures (in-house) and the participation of professionals in third-party training measures are funded.
Measures lasting a minimum of two hours and a maximum of five working days are eligible for funding. Funding is only available for training events in Germany or in digital form. A training concept must be submitted.
4.1.3 Funding for institution-specific concept development
Funding is available for the development of a violence prevention concept specific to the provider or institution. The entire team and representatives of the target group must be involved in an age-appropriate manner.
A schedule for the development of the concept must be submitted with the application. The result of the concept development must be attached to the proof of use. A concept update is eligible for funding after four years at the earliest.
4.1.4 Materials for prevention work
A prerequisite for the funding of materials for prevention work is the anchoring of violence prevention in the concept of the applicant's organization or institution. If the applicant can provide evidence of this, material for everyday use can be funded. The concept should not be older than five years.
5. entry into force
These guidelines enter into force on October 1, 2022.

- The content of the program is appropriate to the respective developmental stage of the age group

- the program fits the cultural norms and attitudes of the target group(s)
- The program also takes into account individual differences in the target group
8. impact evaluation
- the program has been evaluated for its impact using a suitable design and/or
- the program has an internal feedback and monitoring system for its implementation

- The program works with well-qualified and motivated staff
