In order to prevent cat misery, the neutering, identification and registration of outdoor cats has been mandatory in the City of Bonn since July 2012. The uncontrolled breeding of domestic cats and feral cats has led to a high population of cats in many cities, including Bonn. Many of these animals live in a miserable condition: they are neglected, often sick and infested with fleas and worms. This is particularly true of cats that live permanently on the loose.
The way out of this cycle is to neuter all cats and tomcats. Ultimately, all feral cats are descended from domestic cats whose reproduction has not been controlled. To prevent reproduction, male and female cats must be neutered from the age of five months and identified by microchip or tattoo. Neutering also has other advantages: The risk of infection with feline diseases is reduced due to the changed territorial behavior of neutered cats and males. There are fewer territorial fights and the associated risk of injury and infection.
Cat owners who violate this obligation can be fined up to 1,000 euros. In individual cases, an exception to the regulations may be granted after examination, for example for breeders.
