In addition to monument protection aspects, there may also be reasons to preserve historic buildings from an urban planning perspective, for example to preserve the urban character of a location. The city has various instruments at its disposal to preserve the building fabric.
Monument preservation plan
Monument conservation plans formulate the objectives and requirements of monument conservation. They also contain an inventory and analysis from the perspective of settlement history, depict architectural and ground monuments, monument areas, excavation protection areas and buildings worthy of preservation and contain a planning and action concept to define the objectives and measures.
The monument conservation plan is an informal instrument. It serves as a guideline and basis for decision-making and can also provide the impetus for the creation of a monument area.
In contrast to the list of monuments, the monument preservation plan does not contain individual monuments, but only areas that either contain many monuments and/or buildings worthy of preservation or are overall testimonies to architecture and urban development.
Preservation statute
In order to preserve the urban character of an area, a preservation statute can be formally issued in accordance with Section 172 of the German Building Code. The aim of this is to preserve areas of districts which, either on their own or in conjunction with other historically evolved streetscapes and townscapes, significantly characterize the district through a large number of buildings worthy of preservation.
In general, the texts of the statutes contain a description of the local and factual area of application including a plan as well as statements on the scope of protection of the architectural monuments, individual buildings and ensembles that are particularly characteristic of urban development.
The demolition, conversion or alteration of a building must be approved within the scope of a preservation statute. This is why conservation statutes are also referred to as "municipal monument protection". In contrast to the preservation of an individual building, however, internal conversions and alterations within a preservation area do not require permission.
Design statutes
The design statutes place special requirements on future structural changes in the area covered by the statutes. The aim is to ensure that these blend harmoniously into the existing townscape. Examples of the stipulations are the choice of materials, the craftsmanship, colors and shapes of buildings, roof shapes and roof materials.
Design statutes currently exist for the districts of Graurheindorf and Vilich.
Urban redevelopment measures
Urban redevelopment measures are intended to take into account the requirements of monument protection and thus preserve, renew and further develop districts and the design of their townscape and landscape.
However, the focus of a redevelopment measure is to eliminate existing urban planning deficiencies. For this reason, a redevelopment area is only defined temporarily for a maximum period of 15 years. In Bonn, statutes on the formal designation of redevelopment areas exist for the areas of Bonn city center, Beuel-Mitte, Quartier am Rheinufer and Tannenbusch.
Front garden statutes
The front garden regulations govern the design and maintenance of front gardens across their entire area. Among other things, it contains statements on fortifications, enclosures, embankments and excavations.
