Overview
If your driver's license is stolen or lost, a new license will be issued upon request.
Ordering
Due to the central ordering of driving license documents in Berlin and the necessary inquiry at the Federal Motor Transport Authority in Flensburg, the usual processing time is around 4-6 weeks.
Please note: If your driving license data has to be determined first, this period may be exceeded.
Direct dispatch by the Bundesdruckerei
The processing time for direct mailing by the Bundesdruckerei is significantly shorter(approx. 3 weeks). For this reason, driving licenses are preferably sent by direct mail.
Replacement certificate
To bridge the period between application and collection, we can issue you with a fee-based exemption certificate (€7.70) on request, provided we have your driving license details. However, this interim certificate is only valid in Germany.
Exceptional cases (express order)
In exceptional cases, such as a short-term trip abroad, a replacement driving license can also be ordered as an express delivery. This will incur additional costs.
In the event of an impending driving ban
An affidavit must be submitted in person for a fee of 30.70 euros.
Procedure
- Personal appointment at the Citizens Service Center. Please bring all the required documents with you when you visit the service center. An appointment is mandatory. You can make an appointment using the appointment booking form under "Forms and links".
Is the next available appointment too late for you?
Depending on daily staff capacity, we always open up new appointments from Monday to Friday from 7:15 a.m. and sometimes in the afternoon.
Canceled appointments are automatically made available again. Please check back from time to time to see if an earlier appointment is available for you.
Emergencies or particularly urgent matters
Please note that emergency matters also require an appointment to be made in advance. You can contact us by telephone (see Contact) or send an e-mail (see Contact) with a description of your emergency directly to the relevant department.
Required documents
To ensure smooth processing, we strongly recommend that you contact the driving license office that issued your old driving license before submitting your application and ask them to send us a copy of the index card (only if it is an old paper driving license).
- A current biometric passport photo according to the ICAO standard (requirements: black and white or color, 35 x 45 millimeters in portrait format without borders, frontal view, face height 32-36 mm from chin to hairline. Please refer to the Federal Printing Office's photo sample table under "Forms and links"). The photo can also be taken at one of the self-service terminals (Speed Capture Stations) in the waiting area of the Citizens Service Center and in the three branch offices in Bad Godesberg, Beuel and Hardtberg; detailed information on this can be found under "Notes".

Costs
From January 1, 2025, 36.80 euros; the fee may increase depending on the processing effort.
Issuing a replacement driver's license costs a one-off fee of 35.60 euros.
There is currently a fee of 4.50 euros for using the photo stations in the waiting areas.
For direct delivery from the Bundesdruckerei to your home: additional fee of 5.31 euros.
For an express order (5 working days, no direct delivery possible): Additional fee of 25.60 euros.
The following payment options are available to you on site:

There are no additional fees for cashless payments.
Notes
Biometric passport photo - Speed Capture Stations
Among other things, you will need a biometric passport photo for the application. You can have this taken at photo stores. However, there are also self-service terminals (Speed Capture Stations) in the waiting area of the Citizens Service Center and in the three branch offices in Bad Godesberg, Beuel and Hardtberg for capturing biometric data and the passport photo. This gives you the opportunity to have your fingerprints and signature digitized and a passport photo taken 15 minutes before your appointment at the self-service terminals.
Using the data recorded, you can apply for a new ID card, temporary ID card, children's passport, electronic passport and driving license. The devices guide users through the registration process in German, English, Spanish, French, Russian, Ukrainian or Turkish.
Employees have access to this information from their workstations and can process it directly. The fee of 4.50 euros for data entry is charged together with the administrative fees for the new ID document or driving license. It can be paid in cash or cashless.
The self-service terminals are certified by the Federal Office for Information Security. The data is recorded anonymously and without linking it to personal details under an ID number and is stored and transmitted in encrypted form. The information is deleted after 24 hours once it has been retrieved by municipal employees. You will not receive a paper printout of the passport photo.

Replacement for the driver's license
