Real estate transactions

In addition to all purchases and sales of developed and undeveloped land for the City of Bonn, all contract constellations relevant to the land register are processed. Day-to-day business includes the exercise of pre-emptive rights (usually the acquisition of small sub-areas), the sale of small fragmented areas to round off neighboring private properties and the provision of land. Issues relevant to the land register include, for example, the registration or deletion of easements, land charges or pipeline rights. The establishment and management of heritable building rights is becoming increasingly important.

Important projects

New Quarter Bundesviertel (NQB)

The Neue Quartier Bundesviertel (NQB) is the working title for the area formerly known as the "Landesbehördenhaus". Over the past year, many negotiations were held with the state and various topics were addressed in a number of project groups. In addition to the internal administrative work areas, the NQB project advisory board was also established, in which political representatives are informed and also have the opportunity to help shape the further procedure.

Bafin office campus and DLR project management organization

In Dransdorf, an investor is planning two office locations on the area between Justus-von-Liebig-Straße, Fraunhoferstraße and Haberstraße.

One office complex is intended for the Federal Financial Supervisory Authority (BaFin), which is expected to move 350 employees to the new location. Another office complex with a canteen and underground parking garage is planned for the DLR Project Management Agency ("Deutsches Zentrum für Luft- und Raumfahrt e. V."), which would like to consolidate its Bonn locations with around 1,600 employees at the new site. Both projects were made possible by the acquisition of additional municipal land.

Viktoriakarree

The Viktoriakarree is to be used for a mixture of cultural, residential, educational, gastronomic and retail purposes. A planning office has been commissioned to prepare a feasibility study. A forum of knowledge is to be realized for the university on the urban sub-areas, including the former swimming pool. The land was sold to the state of North Rhine-Westphalia for this purpose. In the remaining area, residential buildings will be developed in accordance with the development plan yet to be drawn up, as well as some commercial and gastronomy on the first floor.

Old city nursery

Talks are being held with the Montag Foundation and the Neue Stadtgärtnerei e.V. association on the basis of a political decision in principle. On the site of the old city nursery in Bonn-Dransdorf, a neighborhood development oriented towards the common good is to be created, including the existing Biostation. A residential development is to be realized, taking environmental aspects into account.

Baunscheidtstrasse

The city has the opportunity to acquire an area of approx. 11,500 m² on Baunscheidtstrasse.

The city plans to purchase this land in order to reserve space for the recruitment and settlement of international institutions. This need was confirmed in the first cornerstone of the supplementary agreement to the Berlin/Bonn Act, "City of Bonn region as the seat of the United Nations and international organizations and as a location for sustainability".

Mobility turnaround

A milestone has been reached in increasing the frequency and expanding the streetcar network. The purchase of five buildings in Beuel for the future widening of the traffic area and thus the acceleration of the streetcar was successfully realized.

Accommodation options for refugees

A building has been acquired in a central location in Bonn to accommodate 30 to 35 refugees.

Tendering of residential building plots for subsidized housing construction

For the first time, plots in Nierderholtorf were put out to tender with the aim of having eligible families build semi-detached houses in subsidized housing construction. All four plots were allocated to eligible families under heritable building rights.

Purchase of a daycare center

After complicated coordination and contract negotiations, the acquisition of a four-room Kita in Beuel was realized. Further negotiations on the acquisition of new Kita centers are currently underway.

Area consolidation in Friesdorf

After many years of effort, the city of Bonn was able to acquire land for the Friesdorf outdoor pool, which is owned by a third party, to reserve land and for a planned new daycare center.

Right of first refusal under the State Nature Conservation Act (LNatSchG)

A relatively new area of activity is the implementation of pre-emption rights in accordance with the LNatSchG. Pre-emption rights are enforced in order to subsequently develop the acquired areas as part of nature conservation projects.

Rental and lease matters

The use of the farmed land is broadly diversified. Around 2,000 leases are currently managed. These range from the leasing of more than 200 parking spaces, to land and agricultural leases, leases for commercial use, sports clubs and the temporary use of municipal land by companies. The department is also responsible for the rental management of apartments belonging to dependent municipal foundations. Ensuring the public safety obligation on the managed areas is a constantly growing focus of work.

Companies of a commercial nature

As the owner, the City of Bonn operates four event venues, including the Brückenforum and the Redoute, as so-called commercial enterprises (BgA). Due to the city's financial situation, it is only possible to provide premises that are eligible for concessions in close cooperation with the specialist administration and in good, trusting cooperation with the operators.

In the next few years, refurbishment measures are planned for commercial businesses.

Animal shelter - allotment garden site Alfterer Straße

An expansion of the animal shelter on Lambareneweg is necessary to ensure the long-term protection of animals in Bonn. For this purpose, around eleven allotment gardens of the neighboring allotment garden association will have to be given up. To compensate for this, a new allotment garden site will be built on Alfterer Straße for the allotment gardeners.

Garden and green spaces

In addition to 21 allotment garden sites, the department also manages around 800 gardens that are leased to private individuals. The number of available municipal plots has been declining for years, with demand exceeding supply many times over. In this respect, the department pursues various objectives when allocating land, such as making open spaces available to as many households as possible. Furthermore, management of the land should prevent the creation of brownfield sites. The aspect of economic efficiency also plays a role. Increased attention is paid to ensuring that the leased garden areas are managed in accordance with landscape conservation regulations.

Optimization of the management of undeveloped properties

A large number of unused plots of land were identified throughout the city and leased for horticultural and agricultural (ecological) use. The focus here was on economic and ecological aspects. The areas in the Lausacker were upgraded in terms of landscape protection and illegal use by third parties was prevented. A large amount of waste was disposed of and cooperation with IG Lausacker was intensified, as the latter introduced biodiversity measures and promoted education for children and young people, for example.

On the agricultural land within the Messdorfer Feld, a change of tenant took place following the submission of expert reports by the LWK NRW on the condition of the land. Management errors made by the previous tenant over a long period of time led to the proliferation of creeping thistle, as a result of which the land had to be restored. A new organic farmer has been found who will take on the challenges of thistle control and land restoration with the support of the LWK NRW. For the implementation of targeted measures on the adjacent areas, an information event was held at which the owners were able to find out about thistle control measures.
