§ 2: Justification, object and purpose of the Articles of Association
(1) In the area covered by these statutes, the buildings erected primarily between 1860 and the First World War together form a typical example of an urban extension from the second half of the 19th century. The appearance of the area is determined by the urban layout, the city silhouette, the streetscape, the townscape, individual buildings and overall structures as well as their immediate surroundings. Despite numerous changes, the continuity of the historical appearance is preserved and can be experienced; it thus represents an important document for the historical development of this district and the entire city.
(2) The statute serves to protect the appearance of the monument area from impairment. It applies irrespective of existing development plans, design and preservation statutes.
(3) The other components of the statutes are the photo documentation (Annex 2) and the map material on the historical development (Annex 3). The report of the Landschaftsverband Rheinland - Rheinisches Amt für Denkmalpflege - dated April 11, 1985 is attached to the statutes for information purposes.
§ 3: Measures subject to authorization
(1) Section 9 of the Monument Protection Act applies within the scope of the statutes. In the case of structures that do not fall under Section 2 (paragraphs 1 and 2) DSchG NW, this only applies to changes that affect the external appearance.
(2) If a measure requiring a permit under other statutory provisions requires planning approval, authorization, permission, authorization, approval or consent, the competent authorities shall take appropriate account of the interests of monument protection and preservation in accordance with these statutes in conjunction with the Monument Protection Act. In the case of a building authority or immission control permit or approval, permission in accordance with paragraph 1 may also be applied for separately.
§ 4: Entry into force
The Articles of Association enter into force on the day of their publication. - - - The above statutes approved by order of the District President in Cologne dated July 10, 1990 are hereby published.
The maps and annexes referred to in § 1 para. 2 and § 2 para. 3 as well as the expert opinion of the Landschaftsverband Rheinland are available for inspection by anyone during office hours at the City Hall, Berliner Platz 2, elevator 2, floor 8 C.
