New Bundesviertel quarter: final urban design has been approved

At its meeting on September 26, 2024, the Bonn City Council approved the final urban planning design by the Cityförster planning office for the development of the New Quarter Bundesviertel (NQB). It serves as the basis for further planning.

The city of Bonn would like to redevelop the site of the former state authority building at Friedrich-Ebert-Allee 144 (Gronau district, Bonn city district) and award the contract in a Europe-wide, multi-stage award procedure. It has not yet been finally decided whether parts of the sites, in particular the buildings intended for the city administration, will be built by the city itself.

"With the Neues Quartier Bundesviertel, we want to create a vibrant, sustainable space that combines living, working and community in a way that will be forward-looking for Bonn," says Mayor Katja Dörner.

Accommodation of the administration in the "lying 8"

After various revisions and rounds of talks, the plans for the so-called "lying 8" (the actual former state authority building) envisage housing the city administration and a local supplier. Apartments are planned in the 120-meter high-rise building, while the 40-meter high-rise building will house an elementary school, a day care center and apartments for students and trainees above. Commercial, retail and catering outlets are planned in two further buildings and - in the so-called courtyards - publicly subsidized apartments. A green forum and underground parking are planned for the center of the site.

60 percent residential use

In this so-called "high-rise residential building" scenario, a gross floor area of 132,500 square meters can be accommodated on the entire site. Of this, 27 percent is allocated to municipal uses, 13 percent to trade and commerce and 60 percent to residential use. The privately financed residential construction is planned for 51 percent in the high-rise building and one building block in each of the courtyards. The subsidized residential construction is shown in the courtyards and included in the student and trainee housing. Here, 49 percent is privately financed and 51 percent is subsidized housing (38 percent subsidized A and 13 percent subsidized B).

Next steps

On the one hand, a competition will be held to qualify the open spaces on the basis of the urban planning design. It is aimed at landscape architects and specialist planners from the field of urban water management. The aim is to qualify the public space in the new Bundesviertel quarter, taking into account the sponge city principle and climate adaptation.

On the other hand, the administration will submit a proposal to the political bodies on the implementation of early public participation in accordance with the German Building Code and a resolution to initiate the award procedure.
