The City Hall site project envisages a partial demolition with integrated new construction and a core refurbishment. It is to be developed as an administrative site with additional uses. To this end, an architectural and planning competition is to be held and a general planner commissioned. The future supplementary uses are also to be included in the competition.
The city administration recommends inviting tenders for the competition as a basis for commissioning the planning as part of a "light" general planning contract, which is to be extended to a comprehensive general planning contract at a later date. The project is to be implemented in two packages: firstly, demolition, disposal and partial demolition; secondly, the new construction and redesign of the outdoor facilities. In the opinion of the administration, this approach ensures efficient and coordinated implementation of the project, minimizes risks and optimizes cost and schedule security.
The majority of the future usable space on the City Hall site will be used by the city administration. The remaining areas will be shared by other uses such as a daycare center, restaurants, cultural facilities, meeting places and residential units. These additional uses must be compatible with existing planning law and account for at least 25 percent of the usable space.
Responsibility for the project was transferred to Städtische Gebäudemanagement Bonn (SGB), supported by consultants from dbp dasbauprojekt GmbH (Berlin) and Drees & Sommer (Cologne). In view of the great importance of the project for the administration and the city society, the Administrative Board will continue to act as a steering committee for project implementation. The staff council will also be closely involved and regularly informed. The Urban Planning and Design Advisory Board will also be involved. The working group that has already been set up with the planning policy spokespersons of the council parties for political support will be established as an official monitoring body. The city administration will also keep employees and the public closely informed about the progress of the project.
A more precise cost estimate and more concrete scheduling will only be possible on the basis of the results of the planning competition. For this reason, neither a concrete construction cost plan nor a reliable detailed project schedule from 2027 are currently available. If the council decides to proceed as proposed, costs of just under 1.2 million euros will be incurred in 2025 and around three million euros in 2026.
The Finance Committee (March 6) and the Main Committee (March 13) will discuss the city administration's proposals. The Bonn City Council is expected to adopt the final resolutions at its meeting on March 20, 2025.
