Council decides next steps for the future of the City Hall site

On March 20, 2025, the Bonn City Council decided on the next steps for the future of the City Hall site.

Berliner Platz 2 will continue to be the main location of Bonn's city administration in the future and will be supplemented by additional uses. After the city administration moves out, the project envisages a partial demolition with integrated new construction and a core refurbishment of the building complex. According to the council's resolutions, an architectural and planning competition will be held for this, which will include the future additional uses, and a general planner will be commissioned.

The competition will be tendered as the basis for commissioning the planning as part of a "light" general planning contract, which will later be extended to a comprehensive general planning contract. The project will be implemented in two packages: Firstly, demolition, disposal and partial demolition; secondly, new construction and redesign of the open spaces. According to the city administration, this approach ensures efficient and coordinated implementation of the project, minimizes risks and optimizes cost and schedule security.

The majority of the future usable space on the City Hall site will be used by the city administration. The remaining areas will be shared by other uses such as a daycare center, restaurants, cultural facilities, meeting places and residential units. These additional uses must be compatible with existing planning law and account for at least 25 percent of the usable space.

At its meeting on March 20, the city council also instructed the administration in this context to show what changed proportion of supplementary use is possible while retaining the protection of the existing building. Two variants (supplementary use is well over 25% and supplementary use is a maximum of 25%) and their respective advantages and disadvantages are to be compared. The result is to be presented to the council committees as soon as possible.

Responsibility for the project lies with Bonn Municipal Building Management (SGB), supported by consultants from dbp dasbauprojekt GmbH (Berlin) and Drees & Sommer (Cologne). The Administrative Board acts as a steering committee for project implementation. The staff council is closely involved and regularly informed. In addition, the city's urban planning and design advisory board will be involved. A monitoring committee will also be set up to involve the council groups.

The city administration will keep employees and the public continuously informed about the further course of the project.
