At its meeting on December 12, 2023, it approved development plan no. 6820-2 for the "R(h)einwohnen" project on Landgrabenweg as a statute. M & LP R(h)einwohnen GmbH & Co. KG from Cologne will build a mixture of subsidized housing, privately financed housing, senior housing, a Kita, restaurants (bakery and neighbourhood café), offices and a boarding house on part of an existing garden centre. A total of almost 200 residential units are planned, and the boarding house will also offer around 100 boarding rooms. The existing garden market will be partially demolished and rebuilt, but the size of the sales area will not change. The parking spaces and access to the garden center will be rearranged.
The site is around 25,000 square meters in size and is located between Landgrabenweg, Himmerichweg, the railroad line on the right bank of the Rhine and the Deutsche Telekom office buildings. The subsidized living space achieves a quota of at least 40 percent of the gross residential floor area, at least half of which is subsidized A. The R(h)einwohnen project specifically envisages a 45% share of subsidized housing. The Kita will be realized via the rental model, in which the project developer builds the Kita and rents it to a recognized youth welfare organization.
The district is planned to be largely car-free above ground. With the exception of a small cul-de-sac to access the garden market, to serve a bakery/café and to handle outgoing traffic from the underground parking garage, the area will only be accessible to refuse and emergency vehicles and deliveries. Above-ground parking spaces have been reduced to the parking spaces for the garden center, parking spaces to handle pick-up and delivery traffic for the Kita and a few parking spaces for visitors and are only located in the southern area towards Landgrabenweg.
Other stationary traffic will be handled in the planned underground parking garage, which is accessible via a direct access road from Landgrabenweg and an exit into the planned cul-de-sac. In addition to car parking spaces, the underground garage also contains car-sharing parking spaces and the majority of bicycle parking spaces. Some buildings have direct access to the underground car park, while residents of the other buildings can access the underground car park barrier-free via a separate central entrance.
