Use of Local Storages

4. matomo (tracking of visits)

The website uses Matomo, a web analysis service software from the provider InnoCraft Ltd, 150 Willis St, 6011 Wellington, New Zealand, for the statistical analysis of visitor access. Matomo uses so-called cookies, which are stored on your computer and which enable us to analyze your use of the website. For this purpose, the usage information generated by the cookie (including your shortened IP address) is transmitted to our server and stored for usage analysis purposes, which serves to optimize our website. 6. forms

If you use our online forms service (for example by filling out a form), we will only collect and process your personal data to the extent that this is actually necessary for the provision of the service or task. Your data is subject to data protection within the authorities and is earmarked for a specific purpose. The data will be deleted when it is no longer required for the fulfillment of the respective task and after expiry of the statutory retention obligations.

For the form services offered on our website, a distinction is made between the following variants:

Forms without electronic dispatch option:
For some services, the City of Bonn offers electronic forms that you can download in PDF format, print out, sign personally and send to the processing department.

Interactive applications with electronic transmission option:
For interactive applications (this also includes the contact forms), data is transmitted to the processing office in encrypted form (SSL-encrypted - recognizable by the "https" in front of the Internet address called up).

By using the form service of Form-Solutions, the contents of the forms (contact forms and interactive application with electronic sending option) are temporarily stored for processing at the Kommunales Rechenzentrum Niederrhein, Friedrich-Heine-Allee 30, 47475 Kamp-Limpfort. Data processing is carried out on the basis of a data protection agreement for commissioned data processing.

7th Newsletter

The City of Bonn informs its subscribers at regular intervals about offers from the city administration with newsletters focusing on various topics. You can subscribe to newsletters via the website. We need your surname and e-mail address for this.

A confirmation e-mail will be sent to the e-mail address entered for the first time for sending the newsletter using the double opt-in procedure. Only after clicking on the link sent there will the dispatch be activated.

The e-mail address and surname collected when registering for the newsletter will be used exclusively for sending our newsletter. The data collected as part of the newsletter service will not be passed on to third parties.

You can unsubscribe from our newsletter at any time. Consent to the use of your e-mail address and surname for sending the newsletter can be revoked for the future. There is a corresponding link in every newsletter for the purpose of revoking consent. It is also possible to unsubscribe from the newsletter at any time directly on our website or to inform us of this in another way.

It is also possible to manage your newsletter yourself on our website. This requires a personal account (user account). Your e-mail address and surname are collected and stored for registration and use of the account.

You can have the user account deleted at any time. Consent to the use of your e-mail address and surname for registration and use of the personal account can be revoked for the future. To withdraw your consent, please use our  deletion form.

8th Events Calendar

The public Events Calendar offers information on a wide range of events. This information can be found via the search mask. The Events Calendar may contain contact information with personal data. These are provided in the Events Calendar on a voluntary basis.

The City of Bonn offers event organizers the opportunity to enter and manage events in the online Events Calendar themselves. Please note our  terms of use.

If you are an event organizer and wish to enter and manage an event in the calendar, you will be asked to create a user account and register. This requires you to enter personal data, namely your e-mail address and surname. The purpose of collecting and storing the data is to open the user account for posting and managing events.

You can have the user account deleted at any time. Consent to the use of your e-mail address and surname for registration and use of the personal account can be revoked for the future. To withdraw your consent, please use our  deletion form.

The legal basis for this processing of your personal data is your consent in accordance with Art. 6 para. 1 lit. a) GDPR.

9. social networks

In its public relations work, the City of Bonn offers the social media platforms used by the City of Bonn as an additional effective way of providing information and communicating with interested parties and citizens in addition to the bonn.de website and municipal press releases and newsletters.

Plugins

Social media are integrated into the City of Bonn's website via plugins. These are offered in such a way that data can only be transmitted after your consent by means of a so-called "two-click solution". As part of the two-click solution, you are asked to expressly and knowingly decide whether you wish to use social media plugins on www.bonn.de. Only after this consent can you access the social media on the website.

If you activate social media on www.bonn.de, the data protection provisions of the respective service always apply to these applications. We therefore expressly ask you to observe the relevant data protection regulations before activating them, because in case of doubt, data will be transmitted directly from your computer to their operators each time you access the social media. Which data is collected and how it is processed in individual cases is not fully known by any of the services.

Social media management with SocialHub

If you contact the City of Bonn via the social media platforms Facebook, Twitter, Instagram or YouTube through comments, direct messages, mentions or replies, you consent to the data provided via the respective interface (user name, link to profile, content of publication, date, time) being processed and stored in the social media management tool SocialHub of maloon GmbH used by the City of Bonn. If the transmitted content contains additional personal data, this will also be processed and stored in SocialHub. The contractually agreed data processing generally takes place in a member state of the European Union or in another state party to the Agreement on the European Economic Area. The stored data is automatically deleted after 365 days (YouTube after 30 days).

11. right to one's own image

According to Section 22 (1) of the Art Copyright Act (KUG), "images may only be distributed or publicly displayed with the consent of the person depicted". The persons depicted on the city's website have given their consent.

If, despite careful checking of the content, an image has been published that violates this principle or if you wish the published photo to be removed (withdrawal of consent), you can inform us of this in writing. It is sufficient to send us an e-mail. Please describe the image in detail and state on which page it is located.

If you revoke your consent, the City of Bonn will delete the image or images immediately and will no longer use them in the future.

  • Right to information
    You can request information in accordance with Art. 15 GDPR about your personal data that we process.
  • Right to rectification
    If the information concerning you is not (or no longer) correct, you can request a correction in accordance with Art. 16 GDPR. If your data is incomplete, you can request that it be completed.

  • Right to erasure
    You can request the erasure of your personal data in accordance with Art. 17 GDPR. In addition to the exceptions mentioned in Article 17 (3) GDPR, the right to erasure does not apply if erasure is not possible or only possible with disproportionate effort due to the special type of storage. In these cases, the restriction of processing pursuant to Article 18 GDPR takes the place of erasure.

13. assistance software Eye-Able

The pages of bonn.de and its microsites can be modified in their display by the Eye-Able assistance software and, among other things, read aloud. As this is an external program, you will leave the municipal website when you make an entry.

Eye-Able is a software developed by Web Inclusion GmbH (Gartenstraße 12c, 97276 Margetshöchheim,  www.eye-able.com) (opens in a new tab) to ensure barrier-reduced access to information on the Internet for all people. The necessary files such as JavaScript, stylesheets and images must be loaded from an external server.

The software uses Eye-Able® services from IONOS (provider: 1&1 IONOS SE, Elgendorfer Str. 57, 56410 Montabaur) for these purposes only. Eye-Able® uses the Content Delivery Network (CDN) of BunnyWay d.o.o. (Cesta komandanta Staneta 4A, 1215 Medvode, Slovenia) to ward off attacks and provide the service in near real time. This is used for the purpose of fulfilling the contract with the customer (Art. 6 para. 1 lit. b GDPR) and in the interest of secure, fast provision of the online offer by a professional provider (Art. 6 para. 1 lit. f GDPR). All transmitted data and servers remain in the EU at all times.

Web Inclusion GmbH does not record or analyze user behavior or other personal data at any time.

In order to ensure data protection-compliant processing, Web Inclusion GmbH has concluded an order processing contract with the hoster IONOS.

14. chatbots

Neuraflow

The website of the City of Bonn uses the chatbot technology of neuraflow GmbH, Barkhausenstr. 4, 27568 Bremerhaven. This technology is used to make the online services more interactive and to provide information in chat format.

No metadata, including IP addresses, are collected when the chatbot is used.

You are expressly requested not to enter any personal data such as names, addresses, bank details or passwords in the chat. Such information is not required for the use of the service and has no influence on the quality of the answers.

The processing is carried out on the basis of Art. 6 para. 1 lit. e GDPR in conjunction with. § Section 6 EGovG NRW in order to ensure technical functionality.

The data collected during the interaction with the chatbot is used exclusively to answer your questions and not to optimize the service. It will not be passed on to third parties unless there is a legal basis for doing so. The data will not be merged with other data sources. The storage period depends on the fulfillment of the respective purpose or the statutory retention periods.

Convaise

The Cash and Tax Office of the City of Bonn uses the chatbot of the company Convaise UG, Minervaweg 4, 85586 Poing, on various pages for taxes, fees and invoicing.

Description of the data processing

The chatbot answers questions about administrative services. The assistant does not require any personal data for the basic functionality, but only a question or an indication of the subject areas about which users want to obtain more detailed information. If the chat bot is used to contact you by email, the email address you provide will be recorded.

Purpose and legal basis of the processing of your personal data
Your data is processed as part of the use of the chatbot. The processing is carried out on the basis of Art. 6 para. 1 letter a) GDPR on the basis of consent given.

Consent is given through your active and voluntary use of the chatbot.

You have the right to withdraw your consent at any time by leaving the chatbot without affecting the lawfulness of processing based on consent before its withdrawal.

Each time the chatbot is accessed, data is temporarily stored in so-called log files, which may allow identification.

The following data is collected

  • Date and time of access
  • Your requests and entries in the chatbot
  • Website from which the user came to the current website or file (so-called referrer)
  • Internet service provider of the accessing system
  • Internet protocol address (IP address)
  • Client information (e.g. browser, operating system)
  • Data and information used for security purposes in the event of attacks on our information technology systems.
    The data is stored for 90 days.
  • If you contact us voluntarily by e-mail, your e-mail address will be recorded and processed.

Your personal data processed in the context of using the chatbot will only be passed on to the employees responsible for processing and will only be processed for this purpose.

Your data will only be passed on if this is necessary and legally permissible.

Individual aggregated key figures (e.g. number of accesses to the chat bot), interactions with the chat bot and input histories with the answers or results may be recorded and statistically evaluated in order to track the response of the chat bot among users and to be able to determine any errors and potential for improvement. This information is not associated with the recorded IP addresses of the users. This data is also not merged with other data sources.

Your personal data will only be stored for as long as is necessary to fulfill the legal requirements. Additional and deviating retention periods may arise by law.

Automatic translation with deepL

www.bonn.de uses the translation service DeepL Pro, which automatically translates all content and stores it in several languages on the city's web server. DeepL Pro is a product of DeepL SE, Maarweg 165, 50825 Cologne, Germany.

When users select a language version on www.bonn.de, personal data remains anonymous, as no data is transmitted to the service provider. All translated data is stored locally on the city's web server and delivered directly by the content management system, so that even multilingual search queries do not trigger any data transfer to external servers.
