The members of the election committees meet in the polling station at 7.30 a.m. on election day so that some preparatory tasks can be completed before voting begins (at 8 a.m.). The actual election ends at 6 pm. The votes are then counted.

The City of Bonn pays the individual members of the electoral boards (including "auxiliary staff") a staggered refreshment allowance. The payment of the respective amounts will be switched to non-cash payments in future. After the election day, the transfer will be made to the account specified by the election workers. The IBAN will not be passed on for other purposes.

The members of an election committee ensure that the voting process is conducted properly in the polling stations on election day. Once the election has been completed, the members of an election committee count the votes. The counting of votes, like the rest of the election process, is open to the public, i.e. people who are not entitled to vote may also be present in the polling station as observers.

The election chairpersons (or their deputies in their absence) manage the activities of the election committees and distribute the tasks to the other members. During the day, the clerks (or their deputies in their absence) record the votes in the electoral roll and complete the election record in the evening. The assistants hand out the ballot papers, for example, and count the votes in the evening.

Election chairpersons, secretaries and their respective deputies are prepared for their work by the electoral authority in a training session. Further details on the time and place of the training event are included in the letters of appointment sent to these persons. Information material describing the individual procedures and tasks on election day and the procedure for counting votes is handed out at the training session.

The scrutineers and election assistants are instructed in their tasks by the election officers on election day before voting begins.

An election committee consists of the following persons:

• Election chairperson (chair),
• Deputy chairperson
• Secretary
• Deputy secretary
• A further three to seven persons entitled to vote as assessors*

If required, the necessary assistants can be made available**. In principle, all eligible voters can work on an election committee. Responsible people are needed to work on an election committee, as irregularities in the election may lead to a re-election.

The members of the election committees are appointed by the Mayor of Bonn. The letters of appointment, which are sent out around three months before election day, contain more detailed information on the location/election room, function, tasks and the election schedule. Working on an electoral board is a voluntary activity that all eligible voters are obliged to undertake***. An electoral board is convened for each electoral district.

The electoral boards are composed in such a way that each electoral board includes persons experienced in the electoral business.
