Development plans are drawn up in a complex process in which politicians, the public and public representatives are involved in several stages. At the end of the process, a municipal statute is drawn up that regulates the building and other uses in its area of application. In order to safeguard the municipal urban land-use planning, change restrictions can be issued. Specialist planning, e.g. for supra-local roads and railroads, is regulated in planning approval procedures. The public is also involved in such planning by the administration. Due to the size of the urban area, the administrative tasks are divided between two urban districts.
