For the development plan procedure required to create building rights, the city has commissioned planning offices to develop ideas for the future development of the site in an urban and landscape planning competition. On Wednesday, July 3, 2024, the jury awarded a first and a second prize as well as two recognition prizes. First place went to Schellenberg + Bäumler Architekten GmbH (Dresden) with Studio grüngrau Landschaftsarchitekten GmbH (Düsseldorf).
As much living space as possible with high residential value
Architect Prof. Dipl.-Ing. Eva-Maria Pape, chair of the jury: "In a long meeting, the jury identified the best solution for the 'Im Rosenfeld' district from 13 submitted designs, taking into account the results of the citizens' dialog. A central issue here was to create as much living space as possible with a high residential value in the immediate vicinity of the highway at an appropriate density. The open block structure of the first prize offers a robust structure to form groups of buildings with noise-protected, communal open spaces."
Mayor Katja Dörner, who was a member of the jury: "The 'Im Rosenfeld' district is of city-wide importance, as an innovative residential area is to be created here that is sustainable, climate-neutral and car-free and will therefore have an impact beyond Buschdorf. The urban planning design that has now been selected in a complex process meets the city council's requirements. The jury has selected a very convincing winner. This future residential quarter promises to be a valuable and attractive enrichment for community life in Buschdorf."
City planning officer Helmut Wiesner: "In an intensive jury meeting, in which the citizens' representatives from Buschdorf also took part, we awarded a worthy winning design after a very detailed debate and discussion. This design is characterized by the fact that it meets the requirements of the competition well, that it promises sufficient new apartments in Buschdorf and that it forms a good urban development on the outskirts of the City of Bonn."
The winning design
"Community life in the tree city" is the title of the winning design. "Tree" is seen as a metaphor for a strong green design. In the future, the quarter will form the structural conclusion of the Buschdorf district. The basic structure of the area is characterized by the landscape and the adjacent "Green C". A coherent, climate-resilient open space with a high quality of stay will be created.
The tree population will be expanded with new plantings, and there are also plans for roof gardens, communal spaces with direct connections to the Green C and extensive façade greening with ground-based climbing aids. By using geothermal energy in combination with heat pumps and photovoltaics, the project is to become energy self-sufficient via a cold local heating network. Evaporative cooling by means of blue-green infrastructure, shading and intelligent ventilation ensure an optimal microclimate. The "low-car neighborhood" model opens up great opportunities for the design of public open spaces and leads to a completely new cityscape.
Living space will be created for as many residents as possible. At least 800 - 900 residential units are planned, at least 50 percent of which will be subsidized housing. Special forms of housing such as cooperatives, housing initiatives, multi-generational living, communal living and the creation and safeguarding of an affordable, needs-based, sustainable and mixed housing supply will be taken into account. A defining feature of all the building plots are the surrounding, up to five-metre-deep, private front areas facing the "street" and the courtyard. Laid out like green carpets in front of the buildings, they offer space for various uses ranging from gardens to restaurants.
With regard to the environmental compatibility of the buildings, the use of recyclable materials and their modular and serial construction is intended. New sealing is limited to the necessary extent. The existing climatic functions of the green and open spaces will be preserved. Rainwater is used as a resource for the sponge city and is mainly stored and used in the district itself. Wind and green corridors create a favorable microclimate through ventilation and shading together with the evaporation areas of the water.
Extensive public participation
A public participation event was held on the evening before the jury meeting. All designs were presented anonymously and citizens were able to give their opinion on the implementation of the "guiding ideas of the citizens" using sticky dots and post-its.
These guiding ideas were developed together with citizens at several public events in the summer of 2023. They summarize the citizens' wishes for the new district. The following categories were created:
- Converted space and open space in harmony
- Promoting housing, living and togetherness
- Acting, planning and building in a climate-friendly way
- Thinking about sustainable mobility
The minutes of the citizens' dialog were made available to the jury so that the feedback from the citizens could be taken into account in the discussion. In addition, three representatives from the public took part in the jury, who had been drawn by lot from all interested parties in the previous year.
What happens next?
The results of the competition will be presented to the public in an exhibition in the City Hall from August 12 to September 9, 2024. The administration will negotiate with the offices of the winning design, which will serve as the basis for the development plan, in order to conclude a contract for further planning. This will be followed by early public participation, during which citizens will be informed about the specific plans and can submit comments.
