31-4 Statutes on the issue of resident parking permits

From November 8, 2022

On the basis of Section 45 (1b) No. 2a of the Road Traffic Act of March 6, 2013, last amended by Article 13 of the Act of July 12, 2021 (Federal Law Gazette p. 3091) in conjunction with § Section 7 of the Municipal Code for NRW in the version published on July 14, 1994, last amended by Article 1 of the
Act of April 13, 2022 (GV. NRW. p. 490), the Council of the City of Bonn adopted the following bylaws on the issuing of resident parking permits on October 27, 2022:

§ 1 - material scope of application

Notwithstanding the parking fee regulations of July 1, 1996, these regulations apply to all streets in Bonn that are located in a resident parking zone that has been definitively ordered and for which the City of Bonn is responsible for construction.

§ 2 - Entitlement to the issue of a resident parking permit

  1. Resident parking permits are issued on application. Each resident receives only one parking permit for a vehicle registered to him or her as the owner or for a vehicle that he or she can prove is used permanently. Only in justified individual cases can several license plates be entered in the parking permit or the entry "changing vehicles" be made.
  2. Anyone who is registered in the area, has their main residence in the parking zone and actually lives there is entitled to a permit. A resident parking permit does not guarantee a parking space on the street.
  3. A resident parking permit will not be issued if the applicant has their own (private) parking space.

§ 3 - Entry into force

These Articles of Association enter into force on March 1, 2023.


The above statutes are hereby made public.

It is pointed out that a violation of procedural and formal regulations of the Municipal Code for the State of North Rhine-Westphalia (GO NRW) in the creation of these bylaws can no longer be asserted after the expiry of six months from the date of this announcement, unless

  1. a prescribed approval is missing or a prescribed notification procedure has not been carried out,
  2. these Articles of Association have not been duly published,
  3. the Mayor of Bonn has previously objected to the resolution on the statutes or
  4. the formal or procedural defect has been notified to the city in advance and the violated legal provision and the fact that reveals the defect have been specified.
