The council had already decided to draw up the monument area statutes for the Combahnviertel in June 2021. However, the amendment to the Monument Protection Act of April 13, 2022 resulted in changes to the preparation procedure. The Council therefore decided on 14.03.2024 (DS no. 240191) to restart the formal procedure on the basis of the current legal regulations. This decision was subsequently made public and since then, provisional protection in accordance with Section 4 of the Denkmalschutzgesetz NRW (NRW Monument Protection Act) has applied to the proposed area covered by the statutes.
In the meantime, the present draft statutes have been editorially revised and adapted in a few points with regard to the designation of monuments and buildings with structures worthy of preservation. The handbook on energy-efficient refurbishment and solar energy systems for the Combahnviertel listed building district is currently being prepared by a specialist office.
The area to be designated as a listed area is bordered by the Rhine to the west with the riverside promenade and the adjoining site of the former terminus of the Bröltal railroad, by the adjacent driveway to the Kennedy Bridge to the south with Konrad-Adenauer-Platz, Sankt-Augustiner-Straße to the east and to the north by the Bröltalbahnweg, which is now used as a cycle path.
The Combahnviertel is a residential area dating from around 1900 based on a development plan developed by Hermann Joseph Stübben and Karl Huppertz, whose basic urban structure has been retained to the present day and whose buildings have been continuously developed in line with the existing structures. It testifies to the fact that the rapidly increasing population on the right bank of the Rhine in the course of industrialization made it necessary to designate new residential areas and, with its historical and more recent buildings, it stands for the creation of a quarter for the upper middle classes at the turn of the century (19th to 20th century), as well as for its successful urban development up to the present day.
