The council had already decided to draw up the monument area statutes for the Combahnviertel in June 2021. However, the amendment to the Monument Protection Act of April 13, 2022 has resulted in changes to the drafting procedure. Therefore, the entire formal procedure must be carried out again on the basis of the current legal regulations to ensure that the statutes are legally compliant.
The Combahnviertel is a residential area dating from around 1900, based on a development plan developed by Hermann Joseph Stübben and Karl Huppertz, whose basic urban structure has been retained to the present day and whose development has been continuously developed, taking into account the existing structures. It testifies to the fact that the rapidly increasing population on the right bank of the Rhine in the course of industrialization made it necessary to designate new residential areas and, with its historical and more recent buildings, it stands for the creation of a quarter for the upper middle classes at the turn of the century (19th to 20th century), as well as for its successful urban development up to the present day.
The area to be designated as a monument area is bordered by the Rhine to the west with the riverside promenade and the adjoining site of the former terminus of the Bröl Valley Railway, by the adjacent driveway to the Kennedy Bridge with Konrad-Adenauer-Platz to the south, by Sankt-Augustiner-Straße to the east and to the north by the Bröl Valley Railway Path, which is now used as a cycle path.
As soon as the Council's decision has been officially announced, a provisional protective effect will take effect for the Combahnviertel. From then on, measures in this area will be subject to a permit requirement under monument law. The provisional protection will lapse again if the monument area statutes do not come into force within two years.
