A feasibility study commissioned by the city of Bonn has shown that both projects can be realized at this location. The planning for both projects is to be carried out by a general planner and the construction by a general contractor. An award procedure with a preliminary competition is to be launched before the end of 2024. Mayor Katja Dörner welcomes the decision: "Both the new special school with a focus on intellectual development and the sports hall are urgently needed in Beuel. I am delighted that we can now launch and implement both together."
Special school for up to 170 pupils
The new special school with a focus on "intellectual development" will have a barrier-free floor space of around 4,000 square meters and offer up to 170 pupils an appropriate learning environment that meets their special needs. All of the rooms used by the pupils will be located on the first floor and second floor. Barrier-free access is to be ensured by an elevator and a ramp.
The room program was developed jointly by the education authority, municipal building management and members of the management and staff of the Königin Juliana School. The specific structural equipment and furnishings of the rooms are also to be defined in close consultation with the Queen Juliana School advisory team.
Triple gymnasium with grandstand for 500 spectators
The city proposes building the triple gymnasium separately and designing it for sporting events, especially handball matches. It is to have a grandstand with at least 500 seats. In the mornings, it will also be available for school sports and meet the needs of the surrounding schools.
In order to speed up the planning process, it is planned to award the planning services for the gymnasium and special school to a general planner. In this way, the individual planning services can not only be provided much more quickly and with less coordination effort, but economic synergy effects can also be achieved. The entire site is to be designed to be as climate-resilient and sustainable as possible. Certification in accordance with the DGNB Gold Standard is being sought for the project.
Buildings of the former secondary school to be demolished
The city also proposes to demolish the buildings of the former Beuel secondary school before planning is completed. This is necessary in order to be able to examine the soil under the buildings for pollutants in good time before the invitation to tender. The gravel pit formerly located on the site was filled with a mixture of building rubble, garbage and commercial waste in the past. High levels of arsenic contamination were found in the undeveloped areas. The extent of the contamination under the existing buildings is currently unknown.
Further use of the existing buildings is not possible, as they have a large number of serious defects, for example in fire protection and building services, a high level of pollutants due to the years of construction and age-related structural defects. In addition, the space allocation plan for the development center cannot be implemented in the existing building.
Wing E of the renovated building, which is used by the Robert-Wetzlar-Berufskolleg as a partial location and by the "BONNEUM", is excluded from the demolition. In order to ensure this independent use, an additional toilet facility is required, which is to be built in advance. Building section H, which is currently used by the Paul-Gerhardt-Schule, will only be demolished after additional rooms have been created at the school's main site in a separate construction project.
Timeline and costs
The general planner is expected to be commissioned in mid-2025. The project could be put out to tender in the fall of 2026, with the implementation phase starting at the end of 2026. If the project runs smoothly, the city expects completion in 2029.
The city has commissioned a specialist law firm and a project management office to provide consulting and preparatory services for the preparations of the project. The office currently estimates the costs of the overall project to be at least 74.3 million euros. This includes the costs for demolition and soil remediation.
