The housing agency can offer you almost exclusively subsidized apartments for which a certificate of eligibility for housing is required.

Relocation allowance

Relocations that are in the interests of municipal housing management can be subsidized under certain circumstances.
It is not dependent on the economic situation, i.e. any financial need of the moving household, but on housing management factors.

As this is a voluntary municipal benefit, there is no legal entitlement to payment of the subsidy. It is only granted within the limits of the available budget.
