Overview
The international driving license is a translation of the national driving license and is recommended for travel outside Europe . The countries in which an international driving license is mandatory can be obtained from automobile clubs, tour operators or the respective embassy.
The international driving license is valid for up to three years. If you are in possession of a C or D class, the period of validity must be adjusted to the expiry of the class (if it is less than three years).
Procedure
Applying via our service portal
You can apply for an international driving license directly online via our service portal. You will find the link to this service in our service portal under "Forms and links".
If you would like to apply in person, please make an appointment at the Citizens Service Center. You can find the link to book an appointment online under "Forms and links".
To apply for an international driving license, you must be in possession of a national driving license in card format in accordance with Section 25a of the German Driving License Ordinance.
An international driving license can be issued directly if you present yourself in person and have an EU driving license in card format and complete application documents.
Please note that the processing time is 4 to 6 weeks if you are still in possession of a paper driver's license. Note: If your driving license data still needs to be determined first, this period may be exceeded.
Due to the high demand, the processing time for applications via the service portal is 10 to 12 weeks.
If you do not yet have a driving license in card format, you must also apply for one. Please read: "Driving license / exchange for a card-format driving license" under other issues in this area. In this case, please note
- the other application documents,
- an additional passport photo (required in printed form) and
- the additional fees
- When booking an appointment, please also select "Exchange of an old paper driver's license".
If you apply for a driver's license via the service portal, it is not possible to collect it, as online applications are only possible with direct delivery.

You can reserve this using the online form linked below.
Even if you still need to apply for a driving license in card format first - you only need one appointment to apply. Please select both requests when booking your appointment, i.e. "Application for an international driving license" and "Exchange of an old paper driving license".
If you wish to submit your application in person, an appointment is required. Applications can be submitted at any time via the service portal without the need for a personal appointment.
Is the next available appointment too late for you?
Depending on daily staff capacity, we always open up new appointments from Monday to Friday from 7:15 a.m. and sometimes in the afternoon.
Canceled appointments are automatically made available again. Please check back from time to time to see if an earlier appointment is available for you.
Emergencies or particularly urgent matters
Please note that emergency matters also require an appointment to be made in advance. You can contact us by telephone (see Contact) or send an e-mail (see Contact) with a description of your emergency directly to the relevant department.

There are no additional fees for cashless payments.
Notes
The range of services is being successively expanded in the three branch offices of the Citizens Service Center. In the district town halls in Beuel, Bad Godesberg and Hardtberg, applications for vehicle registration and driving licenses can be submitted in addition to registration, passport and ID matters.
With immediate effect, "old" paper driving licenses can be exchanged and vehicles purchased can be transferred to the new owner.

The international driving license
