The pool will serve as a replacement pool during the general renovation of the Frankenbad and the pool in the Sportpark Nord and will have a total water surface area of 475 square meters. It will have a 25-metre sports pool with six lanes (375 square meters of water surface) and a teaching pool with a lifting floor (100 square meters of water surface). This spatial program ensures that the pool can be used by up to three school classes at the same time. The teaching pool is particularly important for swimming lessons at elementary school and for beginners' swimming courses.
Interim swimming pool is part of the framework plan for the reorganization of Bonn's pool landscape
The interim swimming pool is part of the framework plan adopted by the council in June 2020 for the reorganization of Bonn's pool landscape. The initial plan was for Schwimm- und Sportfreunde Bonn (SSF) to have the pool built on a site at Sportpark Nord and for the city to acquire it from SSF at a later date. In March 2022, the council decided that due to procurement and tax law risks, the city, rather than the association, would be the builder of the pool. With regard to the location on the Werferwiese, a positive preliminary building permit has now been issued.
By awarding the contract to a general/total contractor, the city can outsource the planning and execution of the project and thus deviate from awarding the contract in lots. This is intended to speed up the construction of the pool.
In the meantime, a project development office and a specialist planning office for technical building services have drawn up the functional specifications required for the award of the contract on behalf of the city. This was based on the planning documents developed by Schwimm- und Sportfreunde Bonn. The city took over the planning from the SSF and reimbursed the club for the expenses incurred. This procedure was also part of the council resolution from summer 2022.
Suppliers must submit a dismantling and reuse concept
The city administration assumes that the pool will be in operation for ten years and will then be dismantled. It cannot be operated permanently at the site for planning reasons. It is planned that both the building materials used and the components will be reused after dismantling. It is therefore mandatory for bidders to submit a dismantling and reuse concept with their bid. This will ensure that sustainability aspects are taken into account despite the temporary nature of the pool.
The pool is to be supplied with CO2-neutral energy via district heating. In addition, the further planning process should take into account the criteria that were adopted in 2022 as a result of the resolution on climate neutrality by 2035 for the construction, expansion and renovation of municipal properties.
As the Sportpark Nord is located in the area of a former gravel pit that was backfilled with soil, building rubble and household waste until around 1972, a supplementary geotechnical investigation is required. This is to be commissioned promptly so that the results can be taken into account by the bidders. An explosive ordnance survey must also be carried out.
The cost forecast prepared by the planning office commissioned by the SSF for the preliminary investigation in 2021 envisaged a cost framework of around 10.5 million euros. Due to increases in construction costs in the meantime, the city is expecting total costs of up to 15 million euros.
