City of Bonn

Council adopts various development plans

At its meeting on June 13, 2023, the Bonn City Council adopted various development plans as bylaws.

EZMW

Development plan no. 6819-1 is the basis for the new construction of the European Center for Medium-Range Weather Forecasts (ECMWF). The 1.16-hectare plan area is located between the freeway exit of the BN-Rheinaue freeway junction (BAB 562), Carlo-Schmid-Straße and Ludwig-Erhard-Allee as well as the Robert-Schuman-Platz 1-3 property. While the ECMWF is currently based in the Federal Ministry for the Environment with around 150 employees, it is planned to be housed in a new building from 2026 with a gradual increase in the number of employees to up to 360. The ECMWF building will consist of four building sections with a similar footprint but differing significantly in height. A 70-metre-high office tower will be the dominant feature of the urban development.

At the Propsthof

The development plan creates the conditions for a new office building to replace an existing building at Am Propsthof 92/92A in the Endenich district. The new building will be around 85 meters long and have six floors facing the street Am Propsthof. At the rear, the façade will be given a comb-like structure by reducing the number of storeys. A two-storey underground garage with around 100 parking spaces will cover the demand for parking spaces, while parking spaces for bicycles are provided on the first floor, protected from the weather, as well as outdoors. A 250 square meter store is planned on the first floor.

Holzlar Forest Café

The Holzlar forest café can be expanded with the project-related development plan no. 7022-1. To date, only part of the Am Rehsprung site has been built on. The buildable plot area will be increased from 12 m by 18 m to 14 m by 19 m in future. At the same time, the previous restriction of two residential units in the purely residential area will be lifted in favor of five guest apartments and one apartment for the operator of the neighboring hotel-restaurant "Waldcafé". The five apartments will be used by hotel guests.

The council approved the bylaws subject to a positive resolution by the Beuel district council.
