The space allocation plan for the new Kurfürstenbad includes a teaching pool, a sports pool with diving boards (one-metre and three-metre boards), a children's pool, a multifunctional pool with a lifting floor, a sauna area measuring approx. 330 square meters with a Finnish sauna, steam bath, infrared sauna, sauna relaxation room and outdoor sauna area, as well as sanitary, social and ancillary rooms.

The entire roof area is to be extensively greened and equipped with a photovoltaic system. Measures will be taken to protect all glass surfaces from bird strikes, taking into account the latest scientific findings. Whether the façades of the Kurfürstenbad can be partially greened will be examined in the further planning process. Suitable areas will be greened, unsuitable areas will be made light. Shaded areas will be provided in the outdoor area to reduce the heat load on hot days.
The heat supply is planned with four heat pumps that can be switched on and off as required. Two different systems will be used for this: a water-to-water heat pump uses waste heat to provide a higher energy level for heating and hot water. Up to three further air-to-water heat pumps use the ambient air to supply the building with heat.
"With this plan, the Kurfürstenbad is one of the first pools to operate without fossil fuels. This is a milestone for our city. In order to become climate-neutral by 2035, we need to lead the way with new construction projects. I would like to thank the Sports and Baths Department for optimizing the planning. Even if this has meant a slight delay in the process, in the long term it is a great benefit for the city and its citizens," says Mayor Katja Dörner on the results.
The pool achieves an electricity self-sufficiency of 31 percent. The annual electricity requirement, including the electricity required by the heat pumps, is 675,000 kilowatt hours. The electricity generated by the PV systems covers 210,000 kilowatt hours per year - resulting in a difference of 465,000 kilowatt hours, which is supplied annually. Certified green electricity will be purchased from Stadtwerke Bonn for this, as is the case for all supply points of the City of Bonn.
Construction price increases raise costs
The total cost estimate of the previous planning (as of December 31, 2022) was around 32.9 million euros. The optimized energy and technology concept results in additional costs of 300,000 euros.
An annual construction price increase of around five percent must be taken into account until a total contractor (TC) is commissioned. In addition, a TU surcharge of around 15 percent must be factored in. The extended and politically approved room program for the Kurfürstenbad in particular has an impact on the cost development. This results in expected total costs of 42 million euros. In the medium-term financial planning, 15 million euros have been earmarked for the pool lump sum. This results in an additional requirement of 27 million euros. The funds required for the new building can be financed from the existing budget allocations in the pool lump sum.
Next steps and forecast completion
The sports committee will discuss the plans at its meeting on August 31. The Bad Godesberg district council will decide on the recommendation, probably at its meeting on September 6. Subject to political approval and implementation of the desired planning, construction of the new Kurfürstenbad is expected to be completed in mid-2027. The sports administration plans to present the current status to the citizens of Bad Godesberg at an information event, probably in the fall of 2023.

Background
At its meeting on June 18, 2020, the City of Bonn Council approved the framework plan for the reorganization of Bonn's pool landscape. According to this plan, a new building is to be constructed on the site of the former Kurfürstenbad following its demolition. The new baths will have the profile of a health spa. The administration has been authorized to award the infrastructural measures and contracts to external planning offices.
