With the decision in favor of the urban development concept, commissions were issued to the administration on the topics of economic efficiency, housing quotas, inventory analysis, heat supply, transport and interim use of an existing building. In the same motion, it was decided to set up a commission made up of administration and politicians to examine a future concept for the accommodation of all of the "City Hall" and "NQB" properties and all other municipal buildings.
On the approximately 52,000 square meter site, the City of Bonn would like to develop a lively quarter with housing, including subsidized housing, space for the city administration, an elementary school, a Kindergarten, facilities of supra-regional importance, space for retail, gastronomy and other services as well as open and green spaces.
The concept in detail
The urban development concept envisages retaining the so-called "lying 8" (the actual former state authority building) including the basement floors and the so-called L-building. The single-storey garage building, which adjoins the L-building to the north-east, will be demolished. Two residential courtyards and two high-rise buildings (120 meters and 40 meters) as well as a green forum are to characterize the new Bundesviertel quarter with the "lying 8" to be redeveloped.
A total of around 138,500 square meters of gross floor area can be realized in existing and new buildings, around 60 percent of which will be used for housing (subsidized and privately financed); this corresponds to around 800 residential units. 32 percent of the area will remain unsealed. The existing underground car park, which will be modernized (approx. 480 parking spaces) and additional parking spaces in the northwest will provide the required 750 parking spaces.
The interior of the quarter will be car-free and therefore reserved for people on foot and by bike (except for deliveries). Decentralized bicycle rooms close to the apartments (300 bicycle parking spaces each) and bicycle garages with sharing facilities in the underground & district garage (1,300 bicycle parking spaces) will cover the demand for space for local mobility.
The next steps
Following the resolution now passed by the Council, the Cityförster office, which emerged as the winner of the workshop procedure for the Bundesviertel master plan and developed the Bundesviertel master plan adopted by the Bonn City Council in June 2021 in consultation with the City of Bonn, will revise the distribution of uses for the NQB site. The result will be presented to politicians for consultation and decision-making. The first early public participation for the Neue Quartier Bundesviertel is planned for late summer/autumn 2024.
