Youth welfare planning is legally binding and an indispensable instrument for managing the structure of target group-related and social area-oriented services for young people in line with their needs.
Youth welfare planning ensures and plans a quantitatively sufficient and needs-oriented range of services based on the wishes of young people. In this respect, youth welfare planning takes into account the needs of children, young people and families and the situation in the respective districts as part of its planning responsibility.
The recognized independent youth welfare organizations are involved in the development of the service structure. The coordination processes between youth welfare planning and the providers are carried out cooperatively in order to promote the life skills of young people as a joint responsibility.
Youth welfare planning is responsible, among other things, for the child and youth development plan, the planning of childcare places in publicly funded daycare facilities, open youth work facilities and public playgrounds.
The tasks of the youth welfare planning department also include the coordination and further development of the municipal prevention chain. With the municipal prevention chain, the city of Bonn is creating a system of preventative measures to support and accompany children and young people throughout their development - from birth to the transition to working life or university. This is accompanied by a network of stakeholders in Bonn who are committed to helping young people grow up successfully and participate in society. They are not only to be found in child and youth welfare services, but also in schools and other educational institutions, in social services, in the health sector, in cultural institutions and in sport. The municipal prevention chain forms an umbrella for the cooperation of all these players, promoting cross-system coordination and planning in the interests of children and young people. The first part of the municipal prevention chain is formed by early help (for children aged zero to three), the second part by the "Kinderstark - NRW schafft Chancen" program (for children aged four and over and young people).
