The City of Bonn is responsible for local public transport in Bonn. As a framework plan, the local transport plan forms the basis for the medium to long-term development of Bonn's public transport system. It is intended to create a viable and financially realistic basis for the design of local public transport and ensure a coordinated approach by all parties involved.
For the new local transport plan, the general framework conditions, such as the legal basis, the organization of local public transport and aspects of higher-level spatial planning, are first analysed. The objectives of the city of Bonn with regard to urban and transport development as well as environmental and climate protection also play a role. In addition, the local transport plan sets quality standards such as minimum requirements for the service in the areas of operation and infrastructure, but also goes further in areas such as service, information, personnel, sales and marketing. Accessibility is also an important topic in local public transport.
Close cooperation with the local transport companies, primarily Stadtwerke Bonn Verkehrs-GmbH, is particularly important for the development of the new local transport plan. It is also important to involve the Rhein-Sieg district and the city of Cologne, with which inter-municipal public transport connections exist. In addition, the involvement of the Bonn Disabled Community and other public bodies and associations (e.g. go.Rheinland, Verkehrsclub Deutschland) is an integral part of the redrafting of the local transport plan.
Consultation with the public
The new local transport plan begins with a survey of the public and relevant target groups on the current public transport services in Bonn. This will give Bonn residents the opportunity to express their criticism, wishes and needs regarding Bonn's public transport system. These will subsequently be reviewed and incorporated into the concept for services and measures for the coming years.
Participation in the public transport survey is possible from June 30 to August 3, 2025 digitally via the city's participation portal "Bonn macht mit". Click here to go directly to the survey. (opens in a new tab)
There are also plans to keep the public informed and involved throughout the entire process of developing the new local transport plan.

Annual update of the existing local transport plan
A local transport plan is not a rigid construct and requires regular review and adjustment. For this reason, as part of the annual update of the existing local transport plan, potential service improvements and measures - including in the bus network - are continuously reviewed in coordination with SWB Bus und Bahn GmbH and neighboring public transport authorities and implemented at the annual timetable change in December. Depending on passenger demand, routes are changed or timetables adjusted, for example.
The draft resolutions from recent years on the annual update of the local transport plan are published here:
Annual report on local transport
The European Union has obliged public transport authorities to publish an overall report on public passenger transport services by rail and road once a year. You can find the so-called annual report on local transport here.
