At its core, it is about sustainable, climate-friendly and barrier-free residential and commercial space in the city. The company is to develop properties already owned by the city on behalf of the city, but also purchase suitable properties as part of a "land supply policy". In the future, the company should also be able to support the energy-efficient refurbishment of neighborhoods as part of the climate plan. "The company is intended to support us in the major challenge of creating more affordable housing by mobilizing suitable plots of land for this important purpose," says Mayor Katja Dörner.
The key points for the urban development company are based on an expert opinion prepared by the law firm Hogan Lovells International LLP in cooperation with the auditing and tax consultancy firm PKF Fasselt.
The development of the urban area "Im Rosenfeld" is to be defined as the initial project. The approximately 18-hectare Rosenfeld comprises the area between the 555 freeway, the city limits of Bornheim, the route of the Cologne-Bonn light rail line and Schickgasse. Most of the land is already owned by the city. The aim is to create a "model quarter" with affordable housing that also meets the highest energy standards.
As a first step, the city administration is to be tasked with holding talks with Stadtwerke Bonn, which is proposed as a co-shareholder, as part of the key points presented. "It is a good first step to get Stadtwerke on board as a strong partner for this important project," explains Mayor Katja Dörner. Synergies are seen between the future activities of the new company and Stadtwerke, for example in the realization of development-related projects and the development of construction areas. Stadtwerke can also provide assistance with commercial services, particularly in the initial phase.
Initially, only key points will be presented that form the legal framework for the company. The next step will be discussions between the city and the municipal utilities on the specific form of the articles of association, for example. The council and the bodies of Stadtwerke will then decide on the establishment of the company. The district government will be informed about the possible establishment of the company in parallel with the submission.
