The Council instructed the administration to submit a draft statute based on the model of the city of Tübingen, which would allow the tax to be introduced in mid-2026. In order to develop a practicable and low-bureaucracy implementation, the administration is to consult with the parts of Bonn's economy affected by the tax.

The Council also instructed the administration to develop proposals to accompany the draft statutes to support businesses in the transition from disposable to reusable, to introduce an efficient take-back structure for reusable products and for other accompanying measures to reduce waste.
