Geothermal energy

Overview

The use of the subsurface for the extraction of geothermal energy is legally classified as groundwater use. For this reason, a permit for water use must be obtained for such use.

As there are a number of framework conditions to be observed (drinking water protection areas, second groundwater storey, contaminated sites, existing plants in the neighborhood, potential CO2 upwelling over a large area), it is advisable to contact the Lower Environmental Authority of the City of Bonn when planning a plant.

Usually, the permit issued for the use of water contains provisions (conditions) for the construction and operation of the geothermal plant. These can range from the regular supply of data on groundwater extraction to the monitoring of groundwater temperature and levels in the vicinity of the plant. Permission to use water is granted for a limited period of 20 years and must be reapplied for in good time before expiry.
For all drillings, an aerial photo evaluation must be requested from the NRW Explosive Ordnance Disposal Service prior to drilling.

The drilling work must be carried out by a company that can provide evidence of certification in accordance with DVGW Code of Practice W 120 or an equivalent qualification.

When installing geothermal probes in Bonn, it should be noted that carbon dioxide (CO2) can rise throughout the Bonn city area. For this reason, probes are required to have a permanently carbonic acid-resistant annular space seal. This requirement does not apply to probes that do not reach deeper than 40 m underground.
