Overview
First of all, please note that the City of Bonn does not issue general filming permits. Rather, permits are issued separately for the necessary measures such as full or intermittent closures, no-stopping zones, superstructures, night filming and similar. Filming on public streets using only a hand-held camera without any other measures is not subject to approval.
In green spaces (leisure parks, meadows, forests and cemeteries), filming for commercial purposes always requires a permit subject to a fee, even if only a shoulder-mounted camera is used and no further measures are planned. Filming for private or student purposes (e.g. private wedding photos and videos, student theses or similar) remains free of charge and does not require a permit if it is carried out without a set-up.
If you are planning filming in Bonn that requires a permit or require further information, then the Event Coordination Office is your first point of contact at Bonn City Council. From here, the technical support for your production will be provided in close cooperation with the offices and institutions to be involved. Please use the questionnaire found under "Forms and links" for your application to carry out filming. This must be submitted to the event coordinator at least 10 working days before the planned start of filming, also in the interests of your planning security. This is the only way to ensure proper checking and processing in the various departments. In the case of very complex filming, we request that the required documents be sent in earlier. If you are filming on private property or in private buildings, please obtain the owner's consent before submitting your application.
