Overview
During particularly heavy rainfall, the sewer system is only able to drain this amount of water without damage to a limited extent. This can result in water damage to and in residential buildings. After storms with short periods of heavy rainfall, but also during rain of lower intensity with a longer duration, flooding of individual cellars and basement apartments via the sewer house connections has also occurred repeatedly in recent years.
The main causes of basement flooding are missing, non-functioning or incorrectly installed backflow prevention devices. Unfortunately, structural defects in the house connections and underground pipes also contribute to wet cellars. This is why the state legislature has stipulated that private sewage pipes may only be installed, operated and maintained in accordance with the general rules of technology.
According to the Wastewater Self-Monitoring Ordinance (SüwVO Abw), property owners are obliged to ensure the condition and functionality (tightness) of the pipes.
