Integrated Free Space System (IFS)

Overview

The 'Integrated Open Space System of the City of Bonn' (IFS 1997) was developed in the 1990s to safeguard open spaces. On March 18, 1999, the IFS 1997 was introduced by resolution of the main committee as an informal basis for consideration in urban land-use planning (cf. DS No. 9801563NV). Since then, it has fulfilled the task of a control and planning instrument, primarily in relation to the land use plan (FNP), with the aim of securing and sustainably developing open spaces in the urban area of Bonn. The IFS 1997 has three main areas of focus: Recreational function, climate and biotope structure / connectivity.

With the IFS 2012, a completed revision of the IFS 1997 has been available since 2014. This includes a balanced evaluation and update of the planning objectives after 15 years. As part of the revision, current topics were examined for their inclusion in the IFS, a performance review was carried out and the planning model map from the 1997 IFS was updated as the 2012 target concept. The update also shows the way to establish the IFS as a long-term open space monitoring system with regular updates. The IFS 2012 will be used as a basis for consideration for all spatially effective planning in the City of Bonn in accordance with the resolution passed by the Planning Committee on March 18, 2014 (see DS no. 1313742).

In accordance with the resolution, the administration has set up a city-wide open space monitoring system. The 2017 open space monitoring report contains a quantitative and qualitative description of Bonn's open space structure as well as an open space supply and accessibility analysis. The open space monitoring is updated annually and presented to the political bodies every five years.
