All employable persons in need of assistance aged 15 to under 65 who usually reside in the Federal Republic of Germanyare entitled to receive unemployment benefit II from the Jobcenter. Foreigners must also be permitted to take up employment or be permitted to do so.

Persons who live with a person in need of assistance who is capable of work (e.g. relatives) can also receive benefits.
