You can apply online or in person and submit your application at the earliest 6 months before reaching the minimum age for the class you wish to apply for.

Apply online with e-ID function
You can apply for your first driver's license using an online form. This requires the new ID card with activated e-ID function. Please note that the required documents listed below must be sent by post. After sending the documents, you will receive a cost decision and further information on cashless payment.

Applying by post without e-ID function
Alternatively, you can also use the online form without the e-ID function. Once this has been completed, printed and signed, it must be sent by post with all the required documents. Please also send a copy of your identity document (e.g. identity card, national passport, etc.). After sending the documents, you will receive a cost decision and further information on cashless payment.

Applications are processed in chronological order, with a processing time of 10 to 12 weeks.

1. is the offered appointment too late for you?
Depending on staff capacity, daily appointments are made available between 7:00 and 7:30 in the morning. Appointments canceled by citizens are automatically made available again immediately. Please check the availability of appointments in between if necessary.

2. emergencies or particularly urgent matters?
In urgent cases, please proceed as described under point 1 and check on a daily basis whether other citizens have canceled their appointments and whether appointments have become available at short notice as a result.

Audio support in German language
Applicants can receive audio support in German via headphones. The technical examination center will charge additional fees for this. If the request for audio support is not made at the time of application, but only after the application has been processed, this will incur an additional processing fee of 12.80 euros. Please make an appointment for this.

Postal delivery for applications with e-ID function:

• Copy of the identity card or passport
• A current biometric passport photo according to ICAO standard (requirements: black and white or color, 35 by 45 millimeters in portrait format without border in frontal view, face height 32-36 mm from chin to hairline. Please refer to the photo sample table of the Federal Printing Office under "Forms and links")
• Training contract of the driving school/ driving school registration
• Original eye test certificate
• Original proof of participation in a first aid training course
• Completed and signed control sheet (see under "Forms and links")

Postal delivery for applications without e-ID function:

• Copy of identity card or passport
• A current biometric passport photo in accordance with the ICAO standard (requirements: black and white or color, 35 x 45 millimeters in portrait format without border in frontal view, face height 32-36 mm from chin to hairline. • Original eye test certificate
• Original proof of participation in a first aid course

Please print the control sheet on white, non-recycled paper.

Please bring the following with you when you come in person

• Identity card or passport

There is currently a fee of 4.50 euros for using the photo stations in the waiting areas.

We do not accept cash payments by post for online applications.

Biometric passport photo - Speed Capture Stations

Among other things, you will need a biometric passport photo for the application. You can have this taken at photo stores. However, there are also self-service terminals (Speed Capture Stations) in the waiting area of the Citizens Service Center and in the three branch offices in Bad Godesberg, Beuel and Hardtberg for capturing biometric data and the passport photo. This gives you the opportunity to have your fingerprints and signature digitized and a passport photo taken 15 minutes before your appointment at the self-service terminals.

Using the data recorded, you can apply for a new ID card, temporary ID card, children's passport, electronic passport and driving license. The devices guide users through the registration process in German, English, Spanish, French, Russian, Ukrainian or Turkish.

Employees have access to this information from their workstations and can process it directly. The fee of 4.50 euros for data entry is charged together with the administrative fees for the new ID document or driving license. It can be paid in cash or cashless.

The self-service terminals are certified by the Federal Office for Information Security. The data is recorded anonymously and without linking it to personal details under an ID number and is stored and transmitted in encrypted form. The information is deleted after 24 hours once it has been retrieved by municipal employees. You will not receive a paper printout of the passport photo.
