Overview
Young people have the opportunity to take part in road traffic from the age of 17. To do this, you must submit an application for accompanied driving from 17 for category B or BE. Your parents, the parent with sole parental authority or the person with parental authority must agree to your application in writing. If custody has been transferred to a parent or another person, this must be proven (e.g. by a judgment from the family court or similar).
Once you have passed your driving test, you will receive a test certificate from the technical test center, which serves as proof of driving authorization in Germany. Young people are not allowed to drive abroad. The accompanying persons are named on the test certificate.
After passing the test, the card driving license is ordered automatically. The test certificate entitles the holder to drive motor vehicles in Germany without an accompanying person for three months from the day of their 18th birthday. The card driver's license will be ordered automatically and sent to you by post from the day of your 18th birthday, provided you pass the test by your 18th birthday or within three months of your 18th birthday. If you do not pass the test until three months after your 18th birthday or later, the card driving license must be collected from the Citizens Service Center in the City Hall by prior appointment. Unfortunately, it cannot be sent to you if you have applied for several driving license categories as part of your application for accompanied driving from the age of 17.
The accompanying person should be available to the young person as a contact person in order to give them confidence when driving a motor vehicle. In order to fulfill their task, the accompanying person should give advice or brief instructions.
The accompanying person
- must have reached the age of 30
- must have held a valid category B driving license or a corresponding German, EU/EEA or Swiss driving license for at least five years
- must not have more than one point on the driving aptitude register at the time of applying for the driving license.
The accompanying person may not accompany the holder of a test certificate if they have
- has 0.25 mg/l or more alcohol in the breath or 0.5 per mille or more alcohol in the blood or an amount of alcohol in the body that leads to such a breath or blood alcohol concentration
- is under the influence of an intoxicating substance listed in the Annex to Section 24a of the Road Traffic Act
Procedure
Application
The application for accompanied driving from the age of 17 is only possible six months before reaching the age of 17.
Processing time: 4 to 6 weeks
An appointment is required.

Depending on our daily staffing capacity, we always make new appointments available from Monday to Friday from 7:15 a.m. and sometimes in the afternoon.
Canceled appointments are automatically made available again. Please check back from time to time to see if an earlier appointment is available for you.

Audio support in German language
Applicants can receive audio support in German via headphones. The technical testing center will charge additional fees for this. If the request for audio support is not made at the time of application, but only after the application has been processed, this will incur an additional processing fee of 12.80 euros. Please make an appointment for this.
Required documents

- Identity card or passport
- Copy of the front and back of the identity documents and driving licenses of your accompanying persons
- A current biometric passport photo according to ICAO standard (requirements: black and white or color, size 35 x 45 millimeters in portrait format without border in frontal view, face height 32-36 mm from chin to hairline. Please refer to the Federal Printing Office's photo sample table under "Forms and links"). The photo can also be taken at one of the self-service terminals (Speed Capture Stations) in the waiting area of the Citizens Service Center and in the three branch offices in Bad Godesberg, Beuel and Hardtberg; detailed information on this can be found under "Notes".
- Application form with stamp of the driving school or driving school registration
- Original eye test certificate
- Original proof of participation in a first aid course
- Only for extensions: your driving license
Costs
From January 1, 2025 53.60 euros; the fee may increase depending on the processing effort.
- 52.40 euros - 85.20 euros (amount of costs depends on the processing effort) plus 8.40 euros per accompanying person
- There is currently a fee of 4.50 euros for the use of the photo stations in the waiting areas

There are no additional fees for cashless payments.
Notes
The range of services in the three branch offices of the Citizens Service Center has been expanded. In the district town halls in Beuel, Bad Godesberg and Hardtberg, selected matters relating to vehicle registration and driving licenses can be requested in addition to registration, passport and ID matters.
Biometric passport photo - Speed Capture Stations
Among other things, you will need a biometric passport photo for the application. You can have this taken at photo stores. However, there are also self-service terminals (Speed Capture Stations) in the waiting area of the Citizens Service Center and in the three branch offices in Bad Godesberg, Beuel and Hardtberg for capturing biometric data and the passport photo. This gives you the opportunity to have your fingerprints and signature digitized and a passport photo taken 15 minutes before your appointment at the self-service terminals.
Using the data recorded, you can apply for a new ID card, temporary ID card, children's passport, electronic passport and driving license. The devices guide users through the registration process in German, English, Spanish, French, Russian, Ukrainian or Turkish.
Employees have access to this information from their workstations and can process it directly. The fee of 4.50 euros for data entry is charged together with the administrative fees for the new ID document or driving license. It can be paid in cash or cashless.
The self-service terminals are certified by the Federal Office for Information Security. The data is recorded anonymously and without linking it to personal details under an ID number and is stored and transmitted in encrypted form. The information is deleted after 24 hours once it has been retrieved by municipal employees. You will not receive a paper printout of the passport photo.

Accompanied driving from 17
Young people can get a driving license at the age of 17
get a driver's license.
They are then allowed to drive with an accompanying person.
This is called BF17.
This is the abbreviation for accompanied driving from the age of 17.
What do you have to do?
You apply for accompanied driving from the age of 17.
This is possible for these driving license classes:
- B
These are passenger cars, i.e. normal cars.
- BE
These are cars with trailers.
Young people need the consent of their parents.
Or from the person who has custody rights.
And so it goes on:
Young people must pass the driving test.
Then they receive a test certificate.
This is not yet the real driving license.
The young people are then allowed to drive in Germany.
But not abroad.
The test certificate contains
the names of the accompanying persons for BF17.
The test certificate is valid
until 3 months after the 18th birthday.
You get the real driver's license,
when you turn 18.
Only then are you allowed to drive alone.
The accompanying person
The accompanying person helps with safe driving.
The accompanying person answers questions.
The accompanying person gives tips on safe riding.
The accompanying person must be at least 30 years old.
The accompanying person must have held a class B
have a class B driver's license.
The accompanying person must not have more than one penalty point
in Flensburg.
Explanation of the penalty point:
You get a penalty point
for a serious mistake in road traffic.
For example:
Running a red light.
With 8 penalty points, you lose your driver's license.
The penalty points are recorded in the driving aptitude register.
The driving aptitude register is in the city of Flensburg.
This is why it is said that the person has one point in Flensburg.
The accompanying person must be sober when driving.
That means:
- No alcohol!
- No drugs!
