The City of Bonn is responsible for local public transport. As part of the provision of public services, it is obliged to ensure an adequate public transport service in the city area. To this end, the city invites tenders, awards contracts and monitors the quality of local public transport.

To ensure that this process is transparent for all those involved, the European Union has obliged public transport authorities to publish an annual report on public transport services by rail and road. The annual report on local transport provides information on

• the public service obligations falling within Bonn's area of responsibility
• the selected public service operators and
• the compensation payments and exclusive rights granted to these operators.

The City of Bonn publishes these reports regularly, as required by Article 7, paragraph 1 of "Regulation (EC) No. 1370/2007 of the European Parliament and of the Council of October 23, 2007 on public passenger transport services by rail and by road":
