ICAT was established as a multi-stakeholder partnership to respond to the vital need for improved transparency and capacity building for evidence-based policymaking under the Paris Agreement. ICAT aims to help countries assess the impact of their climate action, increase transparency and effectiveness of climate policies, and promote ambition and confidence in them.
