CMS is administered by the UN Environment Program. The Convention on the Conservation of Migratory Species of Wild Animals (CMS), also known as the Bonn Convention, protects migratory species and their habitats at sea, on land and in the air. As a treaty under the auspices of the United Nations Environment Programme, the Convention provides a global platform for the conservation and sustainable use of whales and dolphins, sea turtles, sharks, elephants, migratory birds and gorillas. They all require different habitats at different stages of their life cycle. As they cross national borders on their migration, their protection requires cross-border cooperation.
The agreement brings together the countries through which the migratory animals pass and lays down the legal basis for conservation measures for the entire migration route of the species. The measures are embedded in detailed conservation and management plans. CMS acts as a framework agreement and provides separate, internationally binding instruments and other agreements between range states of individual migratory species or, more commonly, groups of species.CMS is administered by the UN Environment Program.
